Summary of the contracting process

The Tees Valley Combined Authority is initiating an open tender for the "Peer to Peer Network Programme," aimed at providing critical support to 264 participants and SMEs. This programme, designed to assist businesses through cohort groups in the Tees Valley region, is part of a national initiative to reduce the UK's productivity gap, specifically in response to the challenges posed by the COVID-19 pandemic. The tender documents were published on 5th October 2020, and submissions are due by noon on 20th October 2020. The contract, valued at £260,000, will commence on 16th November 2020 and run until 31st March 2021, offering services primarily in business and management consultancy.

This opportunity presents significant potential for businesses, particularly those specialising in business consultancy and support services. The local focus means that SMEs and VCSEs based in the North East of England would be particularly well-suited to participate, providing expertise that can help fellow businesses adapt and thrive in the current economic climate. By competing for this tender, businesses can not only contribute to the recovery efforts but also secure a partnership that could lead to further contracts and collaborations within the local economy.

It will provide support to SMEs as they move through the Recovery phase. Due to the immediate issues faced by businesses, any delay would jeopardise the effectiveness of this response at a national and regional level and impact the North East's ability to respond to economic emergencies. This does not give TVCA sufficient time to comply with the standard open procedure timescales for this procurement. TVCA considers this to be a state of urgency which it has duly substantiated. Accordingly, TVCA is using the accelerated time limits permitted under the Public Contract Regulations 2015 (regulation 27(5) for the open procedure) in respect of this procurement."
