Summary of the contracting process

Mid Cheshire Hospitals NHS Foundation Trust procured works for Leighton Hospital in Crewe as part of NHS England’s New Hospital Programme. The requirement covers an integrated delivery model for hospital development, including early constructability and advisory services, pre-construction activities, and the design and construction of the hospital scheme, with testing and associated services. The work is structured through the Hospital 2.0 Alliance Framework and its Model Call-Off Contract, intended to standardise design and delivery across the programme. The Trust is the buying organisation, while NHS England and participating NHS Trusts operate within the wider alliance environment. The main category is hospital facilities construction work, covering the full delivery scope rather than a standalone supply of materials or a discrete professional service.

The procurement is complete and the call-off contract was awarded on 31 July 2026 to Integrated Health Projects Joint Venture. It used a selective call-off from the Hospital 2.0 Alliance Framework, following a competitive dialogue procurement for the framework and alliance agreement. The awarded value is £1,815,718.20 including all scheme stages. The contract runs from 3 August 2026 to 28 February 2027. Stage Zero, valued at an estimated £1,815,718.20, covers early constructability and advisory work. Stage One covers pre-construction services, and Stage Two covers remaining design and construction works. Progression between stages depends on notices to proceed and the Trust’s and New Hospital Programme’s approvals and governance. The tender submission deadline was 31 July 2026.

This award indicates demand for large, integrated hospital delivery capability within the New Hospital Programme and shows the buyer’s preference for suppliers able to work through an alliance framework and staged call-off model. A credible future competitor would need experience combining constructability advice, pre-construction management, design coordination and hospital construction, with the capacity to support testing and other obligations across the delivery stages. The requirement is aimed at substantial delivery organisations rather than SMEs or voluntary, community and social enterprises. Relevant firms would also need to operate collaboratively with NHS England, NHS Trusts and other alliance contractors, follow standardised Hospital 2.0 approaches, and manage formal approvals, governance and stage-gate decisions before progressing from one stage to the next.

Notice Title

New Hospital Programme - Hospital 2.0 Alliance (H2A) Framework Call-Off Contract for Leighton Hospital

Notice Description

NHS England (NHSE) has concluded a competitive dialogue procurement under the Public Contracts Regulations 2015 for the establishment of the Hospital 2.0 Alliance Framework ("H2A Framework") and the Hospital 2.0 Alliance Agreement. These two instruments form the basis of a multi-supplier integrated delivery model created to deliver the New Hospital Programme (NHP). The H2A Framework provides the mechanism for NHS Trusts to award Call-Off Contracts for schemes forming part of the New Hospital Programme using a Model Call-Off Contract. The Hospital 2.0 Alliance Agreement establishes the collaborative enterprise environment for NHSE, the Trusts, and the appointed H2A Contractors to foster alliance working and standardise design and delivery across the programme. Following completion of the collaborative allocation process in accordance with the terms of the H2A Framework as procured and awarded, Mid Cheshire Hospitals NHS Foundation Trust "the Trust" is now awarding the Call-Off Contract for Leighton Hospital, utilising the H2A Framework and the Model Call-Off Contract. The value of the Call-Off Contract given in this notice reflects the estimated value of the Scheme for all stages. The terms of the Call-Off Contract provide for the services and works to be performed in stages pursuant to the terms of the Model Call-Off Contract. Stage Zero Services comprise all the early constructability and advisory works to be completed in Stage Zero as set out in Scope S215 (Stage Zero Services), and all other work, services and actions which the Call-Off Contract requires the Contractor to do during Stage Zero, with an estimated value of PS1815,718.20. Stage One Services comprise all the pre-construction works to be completed in Stage One as set out in Scope S200 (Stage One Services), and all other work, services and actions which the Call-Off Contract requires the Contractor to do during Stage One. Stage Two Works comprise all the remaining design and construction works forming part of the Scope to be carried out during Stage Two, including all tests, services and actions which the Call Off Contract requires the Contractor to do during Stage Two. Progression from Stage Zero to Stage One and from Stage One to Stage Two is conditional on the relevant Notice to Proceed, the Trust and New Hospital Programme's approvals/governance.
