Expression of Interest: Reviewing, re-writing and designing Cambridge City Council's Constitution
Notice Description
Cambridge City Council a public sector entity, is looking to engage with the market for expert technical support in reviewing and re-writing Cambridge City Council's Constitution. Including modifying its governance arrangements, to more fully implement a modern, efficient and effective form of the Leader and Cabinet Model. The Council has four governance principles, which are at the heart of its ambitions to be a forward thinking and modern council, delivering value for money for its residents: * Decision making is timely / prompt, focussed and efficient - our processes, culture and behaviour focus time, effort and resource on the issues with the biggest impact (for the Council and/or for residents), and on statutory decision-making. * Decision making is accountable and subject to appropriate, proportionate and effective scrutiny and challenge, * Our governance system and decision-making processes are transparent, easy to understand and engage with (for councillors, officers and members of the public), evidence-based, lawful and democratic. * Our decision making and governance systems and culture allows different points of view to be explored and considered and encourages collaboration and consensus. We are issuing this Expression of Interest (EOI) to notify potential suppliers in the market about our broad requirements.
