NOTE: This notice was updated on 12 December 2018 for the following reason: The down select criteria have been amended.(The importance of cyber security resilience and vulnerability of a range of countries across Europe, Central Asia and South Caucasus to state based/non-state based cyber threats are clear in MOD's defence engagement. High level political engagement raised concerns that hostile states may seek to exploit inadequate/non-existent cyber security infrastructure for political ends. MOD cyber security engagement in Western Balkans, Central Asia and South Caucasus is primarily a resilience building exercise. This training initiative aims to support targeted countries (Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro, Serbia, Azerbaijan, Georgia, Kazakhstan and Kyrgyzstan) in: building a solid knowledge base of cyber threats; putting in place robust cyber security strategies; showcase UK best practice. It is one element of wider HMG cyber engagement, coherent with NATO cyber capacity building where relevant, and a second iteration of a similar course held in Feb 2018. It will contribute to the longer-term cyber security relationship with the regions and support UK Defence Diplomacy in countering malign influences. MOD currently does not provide cyber related training for overseas delegates. The course provider will be required to develop a course programme and materials acceptable to MOD Wider Europe. The course will be delivered through a mixture of presentations and a significant practical element. The course objectives are: * To provide the training course delegates with a clear understanding of how an effective cyber organisation works through sharing UK best practice. * To ensure delegates understand how and what type of cyber-attacks occur, the impacts they have, and how to protect and build resilience into their infrastructure. * To ensure delegates recognise the value of a cyber security strategy and how best to develop and implement such a strategy, including governance mechanisms. * Provide MOD Wider Europe with recommendations for how each country can best continue to take forward cyber resilience plans. The course will last for one week and be delivered in English. Sufficient proficiency in English language is one of the criteria for MOD to accept a delegate. However, English will not be the first language of delegates so it is important that the course is delivered in an interactive, hands-on manner to enable delegates to fully engage in the course. Due to the Defence sponsored nature of the course and targeted delegates the course provider must be able to establish credibility with the delegates, ideally through experience of working in cyber resilience in a Defence context and in training overseas students. There is an option to run a further iteration of the course late 2019/early 2020.)
