Notice Description

TfGM is looking to establish a contract with a cycle training provider to deliver Bikeability training to a minimum of 2000 (up to a maximum of 4000) school students at secondary schools across the 10 Greater Manchester districts. TfGM sees this as a minimum of 500 students trained each term with a further 500 over the holidays, for the duration of the contract. TfGM anticipate that some of the training (dependent on the course being offered) will be undertaken on a 1-to-1 basis as well as in larger numbers. For larger classes, TfGM would require a minimum of 4 students be in attendance. This cycle training is expected to be completed within one year of the contract start date and will take place throughout the school year, as well as the summer holidays. The required training will include the selected supplier providing the appropriate bikes for the training, in addition to the training itself. TfGM will allow and encourage the selected supplier to choose schools in more deprived areas of Greater Manchester, as well to choose to undertake the training at schools where cycling is not a common means of getting to school currently. Any location chosen though for the training will need to have surrounding roads that are not too dangerous for children of this age to use for cycling. TfGM has an aspiration to provide intensive support to students at secondary schools who live within a cyclable distance and therefore have higher potential to cycle rather than take a school bus or arrive as a passenger in a car. It is proposed that additional emphasis is placed on Key Stage 3 (year 7-8) as there is more opportunity to change their travel behaviours. TfGM want the selected supplier to manage the bookings for each school / venue and keep a calendar of booked events, which is shared with TfGM's Active Travel team. TfGM would also like to work collaboratively with the selected supplier re marketing the events and would ask for help with marketing and promotion via the suppliers own channels where possible. TfGM see the majority of the training being offered to students being completed at the schools that they are attending. But TfGM also wants the selected supplier to provide open courses during holiday periods for any secondary school students who want to attend.
