Summary of the contracting process

The Ministry of Defence (MOD) is undertaking a procurement process titled "704399451-94 - MSS/142 MRO102_CAN," focused on providing maritime maintenance, repair, and overhaul services for the Royal Navy. This initiative falls under the industry category of repair and maintenance services of warships and is part of the Defence Equipment Support's support strategy. The process is currently at the award stage, having reached completion on 16th January 2026. This selective procurement, under the DSPCR 2011 regulations, employs a restricted procedure above threshold, and includes mini-competitions for call-off contracts. While the overall framework runs until 31st March 2031 with a value of £317 million, the call-off contracts span from 28th October 2025 to 20th July 2026, servicing locations including the United Kingdom and other British territories.

This tender presents significant opportunities for businesses operating in the maritime repair sector, particularly those capable of delivering services in diverse geographical locations. The procurement method ensures that SMEs and Voluntary, Community, and Social Enterprises (VCSEs) are considered, fostering an inclusive competition for both large-scale enterprises such as BAE Systems Surface Ships Limited and Scott Aerospace. Engaging in this framework could enhance business resilience and open the door to long-term partnerships with the Ministry of Defence, offering substantial growth opportunities within the naval support industry.
