Summary of the contracting process

Ferrovial BAM Rail Systems is seeking a road-rail trailer solution for transporting and handling 216-metre welded rail sections across both tracked and trackless environments, including tunnels. The requirement covers a trailer capable of operating on road and rail, carrying at least eight 216-metre rail sections per load, negotiating curves and gradients, and operating on canted track at specified limits and speeds above 10 km/h, subject to technical evidence. The solution may be bespoke, modified from an existing asset or based on a proven product. This is a specialist rail plant and equipment services requirement, with delivery potentially covering the United Kingdom and wider international locations.

The process reached tender: Ferrovial BAM Rail Systems invited suppliers to submit expressions of interest. Responses were due by 26 August 2026 at 5:00 pm. The contract period is 3 November 2026 to 2 November 2027. Its estimated value is between £100,000 and £150,000, inclusive of the stated minimum and maximum values, in GBP. The procurement is classified mainly as services and also covers goods transport vehicles, railway rolling stock, freight wagons and railway construction-related requirements. The stated evaluation basis is supplier technical evidence demonstrating that the proposed solution can meet the required load capacity, road-rail operation, route geometry, gradients, cant deficiency and speed performance.

This opportunity suits SMEs with proven capability in road-rail plant, specialist rail handling equipment or railway freight equipment. Strong candidates will be able to design or modify trailers, provide certification and testing, and support safe operation and maintenance. Relevant experience should cover transporting very long welded rail sections across rail infrastructure and difficult environments such as tunnels, including demonstrating performance against demanding curvature, gradient, cant and speed requirements. Suppliers with an existing proven product, or the engineering capacity to develop a bespoke or repurposed asset, are well placed. The buyer is also interested in solutions that enable asset reuse, repurposing and lower-carbon delivery, which may favour businesses with practical sustainability experience alongside robust engineering and assurance capabilities.
