Summary of the contracting process

Derbyshire County Council is planning renewal and installation of vehicle restraint systems on the A54 Macclesfield Main Road, as part of the road’s second phase of safety and maintenance improvements. The wider programme addresses poor road surfaces, tight bends, standing water and hazards from loose material on adjacent slopes. This contract covers the vehicle restraint systems only; the wider phase also includes drainage and culverts, signs, slope stabilisation and resurfacing. The work will be delivered on the A54 in England. The Council will arrange traffic management, and the contractor is expected to coordinate interfaces with other contractors working during the same period. The project follows the first phase of improvements and forms part of the Council’s response to identified safety concerns on this route.

This procurement is at the planning stage: the Council has stated its intention to procure the vehicle restraint system works, but has not yet invited tenders. It is undertaking pre-market engagement, which is expected to conclude on 23 October 2026. The Council expects the wider Phase 2 works to be completed between April and June 2027. The stated estimated value for this procurement is £500,000. The record gives no tender procedure or evaluation basis, and no division into lots. The engagement concerns the restraint-system element rather than the full package of Phase 2 improvements. These dates are the buyer’s planning expectations, not bid-submission deadlines.

The work is suited to suppliers able to renew and install vehicle restraint systems on a main road, with the capability to plan and deliver highway safety work alongside other contractors. Suppliers should be prepared to coordinate their activities with neighbouring works and to work within a period when several improvement contracts may be under way. The Council will provide traffic management, so suppliers should account for interfaces with that arrangement when considering delivery methods and resourcing. The Council has identified small and medium-sized enterprises as suitable for this procurement, making it potentially relevant to specialist firms as well as larger highway contractors. The stated scope points to experience in road-side safety infrastructure and installation work; the procurement information does not set out specific accreditations or detailed technical qualifications.
