Health Education England (HEE - the Authority) are putting out this notice as a Request for Information (RFI). HEE is potentially seeking to establish a single block provider of professional indemnity to suit a range of medical specialty trainees for each of the seven HEE Regions. Indemnity arrangements in place for junior doctors undertaking post-graduate medical training vary dependent on sector. Indemnity cover for junior doctors that train in secondary care - that represent the majority of junior doctors - is provided by the clinical negligence scheme for trusts (CNST), managed by NHS Resolution (NHSR). This covers junior doctors from Foundation training, speciality training through to certificate of completion of training (CCT) working in NHS settings or delivering NHS-contracted services in settings outside of the NHS. Since 1 April 2019, General Practice (GP) Speciality trainees have benefited from receiving clinical negligence indemnity cover through the Clinical Negligence Scheme for General Practice (CNSGP). However, the CNSGP does not provide additional cover such as medico-legal that GP trainees have had in past years provided through MDOs. Prior to the introduction of the CNSGP, no national scheme was in place to indemnify GP trainees. More recently, the Clinical Negligence Scheme for Coronavirus (CNSC) has been launched by NHSR to support indemnity cover of health professionals during the COVID-19 pandemic.
