Summary of the contracting process

Cheshire East Council, in conjunction with Cheshire West and Chester Council, Warrington Borough Council, and Halton Borough Council, is currently conducting a tender for the Affordable Warmth Advice Service. This initiative, valued at £250,000, aims to support residents vulnerable to fuel poverty in the North West of England. The open procurement procedure will close on 20 February 2019, and the contract period is set to commence on 1 April 2019, lasting until 31 December 2021. This project falls under the category of community service provision, with specific emphasis on guidance and counselling services for social issues.

This tender presents significant opportunities for businesses focused on community services and energy advice initiatives. Entities specialising in providing tailored support to vulnerable households—such as social enterprises, small and medium-sized enterprises (SMEs), and voluntary and community sector organisations (VCSEs)—would be particularly well-suited to compete. By engaging with this procurement process, businesses can contribute to alleviating fuel poverty while expanding their service offerings and impact in the community.

Notice Title

18 170 - Affordable Warmth Advice Service

Notice Description

Cheshire East Council, in collaboration with Cheshire West and Chester Council, Warrington Borough Council and Halton Borough Council, has secured funding from the Warm Homes Fund launched by Affordable Warmth Solutions (AWS). Our successful proposal is to deliver an Affordable Warmth Advice Service across Cheshire, to support residents who are vulnerable to fuel poverty to improve the affordability of heating their home. As part of a separate but complementary project, the Councils have also secured funding from the Warm Homes Fund to install first time gas central heating systems to fuel poor households. The Affordable Warmth Advice Service is targeted at the most vulnerable private sector residents at risk of fuel poverty and at risk of poor health and wellbeing due to low income, cold homes and lack of access to help, support and services. The emphasis of the project is on providing face to face information, tailored advice and support to vulnerable households about all aspects of meeting their energy needs more effectively through community events and home visits. Cheshire East Council is the lead bidder and accountable body for the funded project, and is acting on behalf of its partners in undertaking this procurement
