Heating and Hot Water Servicing, Maintenance, Repair and Installation in Council Housing
Notice Description
Brighton & Hove City Council (The Council) are seeking to engage with the market in relation to the future contract for Heating and Hot Water Servicing, Maintenance, Repair and Installation in Council Housing from 2023. The existing contract for the supply, installation, maintenance, and servicing of gas boilers is due to expire at the end of March 2023 and is limited to gas heating and hot water systems, and communal solar thermal installations. The current contract covers the following services, and these will need to continue to be provided from 2023 onwards; * 10,000 domestic properties requiring annual Landlords Gas Safety Records (LGSR) * Upgrade/replacement programme for domestic properties * 32 commercial gas plant rooms requiring annual Landlords Gas Safety Records (LGSR) * Upgrade/replacement programme for commercial gas plant * 1213 properties served via communal boiler internal services * Repair and maintenance of all the above with 24/7 call out in line with Government Right to Repair In addition to the above there are a number of new considerations that will inform how heating and hot water services are delivered in the future; * City wide Carbon Neutral 2030 ambition * No new gas connections from 2025 (tbc) * Possible ban on sale of gas boilers in the 2030's * The need to provide low/zero carbon alternative solutions for heat and hot water delivery * The opportunity to provide more efficient and affordable forms of heating and hot water provision for properties currently off gas (i.e. Air Source Heat Pumps) * The need for technical specifications to be structured in such a way as to allow flexibility for the Council and residents to benefit from new technology development and innovation across the term of the contract Interested parties are invited to attend an online/virtual Pre-Tender Market Engagement event via MS Teams on Thursday 18 November, 10am - 11am. Please be aware that your name and email address may be visible to other participants during the meeting and on the invitation. The Council are inviting up to two participants per organisation. To register your interest in attending please go to our e-tendering and opportunities Portal (details below) where you can learn more and complete a booking form. The deadline for receipt of booking forms is 14:00 on Wednesday 17 November 2021 (one day before the event). Further information is available using the SE Shared Services Procurement eSourcing portal. https://www.sesharedservices.org.uk/esourcing/opportunities Search for BHCC HP Heating and Hot Water Servicing, Maintenance, Repair and Installation in Council Housing - Market Engagement Session. Additional information: This is not a call for competition, a separate Contract Notice will be published when a procurement procedure commences. Participation (or non-participation) in the market engagement event will not give an advantage or disadvantage should the Council proceed with a formal procurement process in the future. Information from the market engagement event or any further market activity the Council undertakes will form part of the procurement document 'set' and be made available to all bidders. The SEShared Services eSourcing portal provides a web-based tool that provides a simple, secure and efficient means for managing tendering and quotation activities reducing the time and effort required for potential bidders. The portal allows for electronic clarifications. In order to attend the pre-tender market engagement for this opportunity, you will need to register your company on the SE Shared Services portal if you are not already registered and submit the electronic booking form. Do not send marketing and sales materials to the Council, these will not be read. The information given in this notice is demonstrative of current thinking for interested organisations to understand the potential scope. The Council make no guarantee that any or all of the services and scope detailed in this notice will be included in the same format in any future procurement.
