Notice Description

Poor air quality is becoming an increasingly pressing issue for cities across the UK. Diesel engines are responsible for a significant proportion of harmful NOx emissions. Representatives from many major cities across Europe have been working together to plan a coordinated project, A -The Joint Initiative for Hydrogen Vehicles across Europe (JIVE) to deliver zero tailpipe emission hydrogen fuel cell buses into a number of urban fleets and B-The Connecting Europe Facility (CEF) is a key EU funding instrument to promote growth & jobs through infrastructure investment. TfL have committed to purchasing a number of hydrogen fuel cell buses as part of the JIVE programme, and in support of this project, TfL requires a Hydrogen Refueling Station (HRS) to be commissioned in order to fuel the buses. During 2017 (and in parallel with the fuel cell bus programme), TfL intend to complete a procurement exercise and enter into a contractual Agreement with a supplier, for the procurement of a HRS ready to place an order towards the middle of 2017. If you are interested in tendering for this requirement, please express an interest by completing the Non-Disclosure Agreement (NDA) attached below. Each supplier will be required to complete the NDA before being given access to a Market Sounding Questionnaire (MSQ). Please also provide a short description (no more than 200 words) of your company's capabilities in regards to the scope including your full company name and key contact details. Suppliers are invited to express an interest in this requirement by providing both the signed NDA and a description of capabilities via email to Clive.Edwards@tfl.gov.uk. The MSQ will be issued for those that express an interest, to be completed by Monday 19 December 2016. Please note that a summary of the findings from this MSQ may be shared with other UK cities as part of the JIVE project, however all cities that are provided with this report will be required to sign an NDA to ensure the security of the information you provide. Suppliers who respond to the MSQ will be invited to attend Individual Supplier Briefing Sessions being held in the New Year at our premises in Central London. Dates and times will be co-ordinated after receipt of an MSQ submission. Direct or indirect canvassing of any TfL employee or agent by any supplier concerning this requirement, or any attempt to procure information from any TfL employee or agent concerning this PIN outside of the formal process described in this document may result in the disqualification of the supplier from consideration of any future procurement activity. No info contained in this document or in any communication made between TfL and any supplier in connection with this shall be relied upon as constituting a contract, agreement or representation that any contract shall be offered in accordance with this PIN. This PIN will be valid until Monday 19 December 2016. Additional information: This PIN will be valid until Monday 19th December 2016 any request received after this date will be unable to attend.
