Summary of the contracting process

The National Physical Laboratory (NPL) is currently conducting an open procurement process for a new dilution refrigerator, aimed at enhancing measurements of superconducting circuits and high coherence superconducting qubits. This tender, titled "OJEU ITT - Dilution Refrigerator (2)," falls under the category of laboratory, optical and precision equipment and is based in Teddington, London. Interested bidders must submit their proposals by the deadline on 8th April 2019, with order confirmations anticipated around June 2019. The procurement is classified as a goods contract and is being managed through the LUPC Bravo e-Tendering portal.

This tender presents significant opportunities for businesses operating within the scientific instrumentation and laboratory equipment sectors. Companies with expertise in manufacturing precision measurement devices, particularly those with capabilities in developing high-quality dilution refrigerators, are well-suited to compete. The requirement for rapid turnaround in commercial services also suggests that businesses with efficient production and delivery processes will have a distinct advantage in this procurement exercise.

Notice Title

OJEU ITT - Dilution Refrigerator (2)

Notice Description

The National Physical Laboratory [NPL] requirement is for a new dilution refrigerator for measurements of superconducting circuits and high coherence superconducting qubits at millikelvin temperatures. The new system should be large enough to accommodate multiple samples, each one requiring multiple microwave and dc-lines. Furthermore, the system will host a scanning probe measurement (SPM) system meaning a low-vibration level at the mixing chamber is of utmost importance. The system will also be used for commercial services for which rapid turnaround and exchange of dedicated measurement line assemblies are required. Order confirmation is therefore likely to be in June 2019 but may be before. NPL reserves the right to amend, add to or withdraw all, or any part of this ITT at any time during the procurement exercise. Additional information: The Authority is using the LUPC Bravo e-Tendering portal to conduct the procurement process. All Tenderers must register their company via the LUPC Bravo Portal. This can be done via the following link https://lupc.bravosolution.co.uk/web/login.shtml Any issues surrounding access and functionality of the LUPC Bravo System must be directed to Bravo Helpdesk on +44 800 069 8630 or email help@bravosolution.co.uk Delays in response as a result of technical difficulties will not assure that extensions to the bid submission date will be given. Where there are further issues, which Bravo Solutions cannot resolve then the associated Buyer at NPL can be emailed at James.webb@npl.co.uk or procurement@npl.co.uk All documentation and attachments provided by NPL will be available on Bravo. All communication and submission of Tender documents must be uploaded and carried out via the Bravo e-Tendering Portal.
