Notice Title

TC164 Bailiff Services for Civil Parking Enforcement

Notice Description

The Borough Council of Bolton ("the Authority") is prepared to receive tenders for Bailiff Services for Civil Parking Enforcement which will be subject to the information, specification and tender package enclosed. The Authority has been responsible for Decriminalised Parking Enforcement (now known as "Civil Parking Enforcement") since taking over powers from the Police in September 2000. The Traffic Management Act 2004 (the "TMA") makes provision for engaging Certificated Bailiffs (now known as Enforcement Agents) to collect outstanding debts in relation to Penalty Charge Notices ("PCN") from Civil Parking Enforcement. The Authority is, therefore, seeking suitable Certificated Enforcement Agents to enforce unpaid PCNs on its behalf (the "Services") The Services will only be used when all stages of the legislation of the Traffic Management Act 2004 have been exhausted and the penalty charge notice is still outstanding. The Authority's approach to debt recovery is "firm, but fair".
