The Tenderer should be aware that the works detailed in this package are constrained due to the nature of the location they are to be conducted in Allocations of sufficient labour to complete all tasks detailed herein should be included and detailed within the tender return documentation including cost breakdowns within the pricing document *THIS IS A DESIGN & BUILD PROJECT* The final design solution (Ring beam designs, Finish Road levels) is to be designed and built by the contractor (With agreement with KBS Engineers regarding the Design Aspects). This project has been split into the following work packages: - Zone A - Victoria Road (West) - Zone B - Victoria Road (East) - Zone C - Ivy Lane / The Parade In summary, this Project includes: - The survey and inspection of all service covers and pits. - The removal, replacement and repair of highlighted priority service covers and pits. These works are including but not limited to - Lifting and inspection of all service covers and pits where not lifted. - The removal of the top courses of brickwork and recasting of a new concrete ring beam. - The removal and replacement of any structural elements deemed unsafe, including underground ductwork, as per the individual condition report, to ensure a sound structure - Installation of new E600/F900 Rated Solid Top Service Covers (Fibrelite as specified) - Excavation of existing tarmac surface. - Reinstatement of road formation. - Reinstatement of carriageway line marking Project Background Victoria Road may be considered the main road of the Naval base as it is a high traffic area for HGVs and HNNB Portsmouth personnel. Victoria road is the only available route for HGVs and other vehicles to access the QEC Jetties. The road infrastructure has started to reach the end of its design life and this is evident when assessing the material state of the road. Service covers on this route are corroding, cracked, warped and are in some cases not load rated to BS EN 124. Temporary steel plates are placed over a number of service covers due to their deteriorating condition. This has driven the requirement to upgrade the service covers and inspection chambers within the Naval Base's HGV routes to keep in line with current standards of quality within HMNB Portsmouth.
