Summary of the contracting process

The Norfolk County Council is initiating a tender process for a project titled "Family Support for Children at risk of Exclusion", aiming to provide crucial support to families of young people in Norwich facing educational exclusion challenges. The procurement falls under the education and training services industry category and will be conducted using an open procedure above the threshold. Interested parties must submit their bids by 30th January 2019, with the contract expected to commence on 28th February 2019 and run until 31st August 2020. The primary goal is to work with up to 300 families, aiming to strengthen relationships between schools and homes and reduce exclusion rates significantly.

This tender presents an excellent opportunity for businesses focused on educational support services, particularly those experienced in family counselling or educational interventions. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) would be well-suited to compete, as the council is keen to engage with organisations that can deliver effective, community-based solutions. Companies that can demonstrate a track record in providing similar services or have innovative approaches to supporting families in educational settings stand to benefit significantly from this contract.

Notice Title

Family Support for Children at risk of Exclusion

Notice Description

Norfolk County Council wished to contract with a provider to deliver support for families of young people at risk of exclusion is one of these interventions, with aims to advise and support families in approaches to help their child when they find the school environment and expectations challenging; and to help develop more positive relationships between school and home where these have broken down. This support will be in the form of support visits to up to 300 families, and provision of a parent support programme in Norwich. Rates of exclusion are high in Norwich, leading to high numbers of pupils either being educated in alternative provision, or not being in school at all. There is limited understanding of precisely why exclusions are so high relative to the rest of England, however we know that most exclusions are for persistent disruptive behaviour. Norwich Opportunity Area has set a target to reduce the 2017 figure by two thirds by 2020. A "Norwich Inclusion Charter" has been developed in consultation with schools, local partners and the local authority. The Charter represents a shared commitment to collaborate to reduce exclusion in the city and will be supported by a range of interventions funded by the Opportunity Area. Full details of the requirement can be found in the Service Specification, which forms a Schedule to the Terms and Conditions. Additional information: Is a Recurrent Procurement Type? : No
