Notice Description

Short description. Basingstoke and Deane Borough Council is currently under contract with Clear Channel UK (CCUK) for the operation, repair, and maintenance of a mix of advertising and non-advertising bus shelters at specific locations in the borough. All shelters covered by this specific agreement are owned by CCUK. The current agreement concludes in July 2022 and the council is seeking to determine if there is sufficient market interest and capacity for the operation of a similar agreement; and if so the markets views in the potential make up and financial models of such an arrangement. Description of the procurement. The council is looking to the market to identify the level of interest of providers to deliver a service which will provide an operation, repair, and maintenance programme for approximately 100 bus shelters at current specified locations; 56 of which are currently free of advertising. As all shelters are owned by CCUK any successful provider will be expected to negotiate transfer of title as appropriate and be responsible for all associated costs including the maintenance of necessary advertising consents and planning permissions as required by law, as well as insurance and business rates liability relating to each bus shelter. Interested providers would be given an exclusive right over bus shelter advertising (other than that associated with local bus service operations) within the borough and as such would be expected to operate the contract on a concessionary basis. It is the expectation that any interested provider would operate the contract on an income sharing arrangement. With the provider expected to pay the Council a fee, in return for the exclusive advertising rights. The Council is therefore seeking the markets views on the feasibility, practicality, and potential interest in this contract, particularly ideas and feedback on potential scope of the profit share arrangement. Any company with serious interest in this opportunity should contact the Council via email on procurement@basingstoke.gov.uk with a brief explanation as to their company's interest and any relevant feedback on the potential contractual arrangements outlined above. Responses must be received by 5pm Monday 28th February 2022. Please note the Council is merely taking this opportunity to test the market and seek out the market's views as to the viability of providing these concessionary services, and possible options for doing so from July 2022. This is not a procurement exercise and therefore the Council is under no obligation to commit to the appointment of any interested provider.
