Summary of the contracting process

NHS Shared Business Services is supporting the NHS Counter Fraud Authority (NHSCFA) to explore a resource and capacity management solution. The system would give the organisation visibility of staffing resources and help managers allocate people to competing work demands. It should map available staff by expertise and skill set against required work, supporting workforce planning and operational allocation. The initial users would be managers within NHSCFA, with the service or system capable of scaling to additional users. The procurement concerns software for time accounting or human resources management (CPV 48450000), delivered for use in the United Kingdom. The solution must address UK public sector data protection, cyber-resilience, operational efficiency and regulatory compliance requirements. The requirement is suitable for SMEs and voluntary, community or social enterprises.

This procurement is at the planning and early market-engagement stage. NHSCFA has stated an intention to procure a resource and capacity management solution, but this process does not invite tenders. The buyer expects to use a market-engagement exercise to gather supplier information before determining the future procurement approach and procedure. Suppliers are expected to register interest and participate in that exercise by 28 September 2026. The initial intended user base is about 40 managers, with scope for further users to be added as the service develops. The procurement is being considered as a scalable service or system for United Kingdom public sector use. No contract value, budget, contract duration, lot structure or award criteria has been set out at this stage.

This early engagement will suit suppliers of workforce planning, resource management, capacity planning, time-accounting or human-resources software, particularly providers able to configure products around skills-based allocation and competing work demands. Relevant businesses are likely to have experience delivering secure cloud or enterprise systems for public sector organisations, with strong controls for data protection, cyber resilience, regulatory compliance and operational continuity. The requirement may suit smaller specialist technology firms as well as established software providers, provided they can support an initial deployment for managers and expand reliably to a wider user base. Suppliers should be prepared to explain implementation, integration, user administration, scalability, reporting and support arrangements, and to demonstrate how their solution provides clear visibility of workforce supply against organisational demand.

Notice Title

NHS CFA Market Engagement RFI - Resource & Capacity Management System

Notice Description

The NHS Counter Fraud Authority (NHSCFA) has a need to ensure visibility and allocation of staffing resources across the organisation. The organisation has many competing demands for work and a diverse workforce with varied skills. A solution is needed to help map staff resources by expertise and skill set (supply) to work demands. Therefore, the NHSCFA is seeking to procure a resource and capacity management solution that initially can be used by the managers within the organisation (circa 40 people) but should be a scalable service or system for further users to be added. The solution must meet UK public sector requirements for data protection, cyber-resilience, operational efficiency, and regulatory compliance.
