Notice Description

North East Lincolnshire Council (the Authority) is undertaking a second PMC in relation to its ideas for the Environmental Services Management System and Regulatory Services Management System. This is a follow up PMC to the ones run in 2020 for the Environmental Services Management System (DN488411) and the Regulatory Services Management System (DN493540). The objective of this second PMC is to share with the market the Authority's specific ideas for integrating the two systems, and to gather feedback on this idea. The Authority's intention is to procure both systems at the same time, as two sperate lots and includes a requirement in both lots that the two systems will integrate with each other and with other existing back office system to deliver the functionality identified below. The lots are: * Lot 1 - Environmental Services Management System * Lot 2 - Regulatory Services Management System The intention is that providers will be able to tender for one or both lots. This is the market's opportunity to express its views, outline market developments and generally influence how solutions to the Authority's needs might be met. There is nothing for the Authority to evaluate or select in this activity. PMC is not a call for competition. Following PMC, the Authority may conclude that procurement is not the best solution to meet a particular strategy outcome. The Authority may conclude that it would be better to do something entirely different to the intent within this PMC. It is essential that any organisation participating in the PMC understands that a procurement opportunity is not guaranteed. It is therefore essential that organisations understand that this activity is not part of a procurement exercise and involvement in the PMC does not affect an organisation's positioning either positively or negatively should a procurement opportunity arise subsequently.
