Notice Description

Suppliers wishing to register for the Supplier Engagement Day should send an e-mail to digitalcity@york.gov.uk . We will then be able to issue details of the session, likely to be held in York in February 2018. City of York Council and Harrogate Borough Council will require a partner to provide: (a) Upgrade existing infrastructure to gigabit and beyond capability within this financial year (b) Roll out new Infrastructure capable of gigabit (and beyond) capability; (c) Research, Development and production of new, innovative product, services or works; (d) Technology platforms capable of IOT applications; (e) collection and separation of data services; (f) Assist in the integration of city wide technology; (g) Asset and Service Management across York and Harrogate (and any other public bodies in Yorkshire who wish to join). The Partner will be expected to co create new value with city data by engaging with not only public-sector bodies but also social entrepreneur, schools, academies, citizens, community groups, universities, SME's,charities and start-ups. From a regional perspective, CYC and HBC are geographically close enough to achieve economies of scale when procuring the underlying infrastructure to drive their Smart City aspirations. Once the infrastructure is embedded, and a strategic plan engaged for delivery of services over the digital platform, it may also provide a spring board for rolling out the infrastructure and services to other agencies and interested partners in the region. CYC has already established itself as a 'Fibre City' and is providing some unified services (CCTV, UTMC,Education, Corporate, and Public Access) via the gigabit fibre infrastructure in the City. This has been possible because the City chose a joint approach to delivering connectivity for its corporate, education and UTMC networks via a single managed service delivery partner. CYC are currently "in Contract" with this managed service provider, for services that includes but are not restricted to the design, management and support of the corporate (and some partners) voice, data and wireless estate. This is supported and managed by an on-site team with back up from their engineering and consultancy teams as required. The scope of the MSA includes the fibre backbone connectivity within the City. The MSA contract is due to expire 8th of September 2018. HBC on the other hand have a number of disparate support and maintenance contracts and connectivity agreements in place with different providers and duration periods for its voice/data & CCTV connectivity layer and active network components. This procurement is likely to use either the Competitive Dialogue or Competitive Procedure with Negotiation procedures.
