Summary of the contracting process

North Hertfordshire District Council procured decarbonisation and building-services works at Hitchin Town Hall and North Herts Museum in Hitchin, and North Herts Leisure Centre in Letchworth Garden City. The works category covers electrical installation for heating and other building equipment (CPV 45315000), with mechanical engineering installation works also included. At the town hall and museum, the scope includes secondary glazing, roof-void insulation, photovoltaic panels, air-source heat pumps replacing gas-fired plant, heating-system alterations and replacement air-handling equipment. Separate chiller works cover expanded chiller capacity, multi-split cooling, a cooling coil and air conditioning. At the leisure centre, the Learner Pool works include air-source heat pumps, heating modifications, an enclosure and screening planting. The main decarbonisation works use one JCT Design & Build contract; the chiller works use another.

The procurement is complete and was awarded on 25 August 2026 to Briggs & Forrester Special Projects Limited. It used a selective procedure as a call-off from a framework agreement. The award value is £1,519,891.90, within an estimated procurement range of £76,328.15 to £1,519,891.90. The awarded contract period runs from 2 September 2026 to 31 December 2028. The tender deadline was 18 August 2026 at 5pm. North Hertfordshire District Council identified the opportunity as suitable for SMEs. The award covers the listed works across both sites, including the decarbonisation and building-services requirements, with the replacement chiller works identified as a separate JCT Design & Build contract. The award is active and the tender status is complete.

This award shows demand from North Hertfordshire District Council for integrated decarbonisation and mechanical and electrical building-services delivery across civic, museum and leisure facilities. Suppliers preparing for comparable work should be able to design and install air-source heat-pump systems, adapt existing heating systems and replace air-handling equipment, while coordinating photovoltaic generation, insulation, glazing and site-enclosure measures. Experience delivering construction and building-services works in occupied public buildings would support a credible offer, particularly where visitor comfort, noise, visual impact and operational continuity matter. The requirement also demonstrates the value of framework access and the ability to deliver under JCT Design & Build arrangements. The council considered the opportunity suitable for SMEs, indicating that a capable specialist or well-managed SME contractor could compete, including through suitable delivery partners.
