Summary of the contracting process

Derbyshire Dales District Council, situated in Matlock, England, has successfully awarded a contract under the 'Warm Homes: Local Grant (WH:LG) Whole House Retrofit Scheme' to enhance the energy efficiency of domestic properties in the East Midlands region. This initiative, funded through the Midlands Net Zero Hub, aims to improve energy efficiency, with installations to be completed by 31st March 2028 and reporting finalised by 28th April 2028. The tender is classified under construction work for multi-dwelling buildings and individual houses, and the procurement method is selective, executed through a call-off from a dynamic purchasing system under the Nottingham City Council's Energy Efficient Retrofit Installers framework. The procurement stage currently is 'Award', with the awarded contract valued at £1,130,000.

This procurement presents substantial opportunities for businesses specialising in whole-house retrofit solutions with a focus on energy efficiency improvements and low-carbon technologies. The project requires retrofitting assessments, installations to PAS2035:2023 standards, and certifications like TrustMark and MCS, which opens avenues for construction and environmental improvement firms. Broad Oak Properties Limited has secured the contract, demonstrating that small and medium-sized enterprises (SMEs) are particularly well-suited for this kind of work, contributing not only to environmental goals but also potentially benefiting from additional contracts should further government funding be attained, extending the scope until 2030.
