Summary of the contracting process

The University of London is planning a tender for a Library Reclassification Service, with a budget of £800,000 allocated from April 1, 2018, to March 31, 2019. This initiative is part of a broader Modernisation Programme aimed at re-classifying approximately 530,000 items in their Library Catalogue from Bliss Classification to the Library of Congress classification system. The anticipated procurement process is scheduled to begin between June and July 2018, signalling the transition from the planning stage to tendering.

This tender presents significant opportunities for businesses specialising in library management and re-classification services. Companies with expertise in metadata handling, automated classification systems, and physical library re-shelving are particularly well-suited to compete. As the project aims to attract experienced suppliers due to potential competition limitations, businesses in the relevant sectors should consider this contract as a chance to expand their portfolios and innovate within the academic library sector.

Notice Title

University of London Requires Qualified Library Reclassification Service Providers

Notice Description

In 2017 the University of London Senate House Library embarked upon a Modernisation Programme. Part of this programme is the re-classification of our Modern Open Access Book Collection, from Bliss Classification (and other re-classification schemes) into a mainstream Library of Congress classification. This will allow us to present our stock in a classification system that makes sense to our users and also allows us to take advantage of shelf-ready acquisition on a large-scale. The number of items to be re-classified is approximately 530,000. We are looking for viable and proven suppliers who can provide "beginning to end" delivery of this project. We anticipate that this work would involve two distinct elements of work: 1. The re-classification of metadata (done offsite) of our Library Catalogue holdings. This would, most likely, involve initially matching our holdings against community databases to find automated classifications followed by a manual classifying of unmatched records and the eventual production of new "spine labels" for these holdings. 2. The on-site work where the Library stock is re-labelled and then re-shelved in order. The current plan is to competitively tender or negotiate a contract for the delivery of this service and we expect to begin the process in June-July of 2018. As the competition in this area of work may be limited, the purpose of this notice is to find experienced and qualified suppliers who may be interested in bidding for this contract. If you are interested in this library re-classification contract please contact me at the e mail address below: Stephen Regalado MCIPS Procurement Manager University of London Mail: Stephen.regalado@london.ac.uk Please note the dates in this notice are estimated and subject to change as per the tendering process.
