Summary of the contracting process

The Portsmouth City Council is initiating a tender for the "SMT Proof of Concept - Demolition Works - Multi Contractor Framework." This procurement process is aimed at establishing a multi-contractor framework for specialist demolition works across Portsmouth and its surrounding areas, with a contract duration of four years and an option to extend for an additional two years. The tender is currently in the planning stage, with a submission deadline set for 24th June 2019. Interested bidders should note that project contracts will typically range from £20,000 to £250,000, with an average value around £150,000, and the framework will be accessible to public sector bodies in Hampshire and neighbouring counties.

This tender offers significant opportunities for construction and demolition firms to engage in various residential redevelopment projects. Businesses specialising in demolition and earthmoving work, particularly those based in or near Portsmouth, should consider competing for this framework, as it presents a chance to secure multi-year contracts without strict financial upper or lower limits. Participation in the upcoming information session on 20th June 2019 could provide valuable insights and networking opportunities for potential bidders, encouraging them to shape the contracting strategy effectively.

Notice Title

SMT Proof of Concept - Demolition Works - Multi Contractor Framework

Notice Description

Portsmouth City Council - the 'Authority' - have identified potential sites in Portsmouth and the surrounding area suitable for redevelopment in order to provide additional residential properties, through a mixture of housing units including houses, flats/apartments and supported housing accommodation. In order to meet identified and potential future demand for demolition works, the Authority is seeking to establish a multi contractor framework agreement consisting of specialist demolition contractors within Portsmouth and the surrounding sub-regional area. The agreement will run for a period of 4 years with the option to extend by a further 2 years, during which individual call off contracts will be let on a project by project basis. There will be no upper or lower value constraints in respect of project contracts let by via the framework. However, most works will fall between a value range of ?20k and ?250k with average value estimated around ?150k. The framework agreement will be established following evaluation of tender submissions for the demolition Edinburgh House. Award of the agreement is targeted for September 2019 with commencement immediately following. The Authority is keen to engage with specialist demolition contractors to stimulate market interest, gain market information and obtain feedback in respect of its envisaged tendering & contracting strategy. In order to gain a level of structured consistent feedback the Authority would ideally like interested contractors to complete and return the feedback form which accompanies this document via InTend correspondence by close of play 24th June 2019. In the event that contractors only have the capacity to undertake part of the form the Authority will still be keen to receive feedback. Similarly if contractors would rather provide feedback via a telephone conversation this may also be accommodated. It should be noted that it is solely at contractors discretion on whether they wish to take part in this exercise and should they choose not to it will have no impact upon their ability to tender for inclusion into the framework agreement. However it is obviously in the interests of contractors to take the opportunity to help shape the future strategy. All public sector bodies situated within the following counties will be able to access the agreement to let relevant works projects either directly or using the Authority to act on their behalf: o Hampshire o Isle of Wight o Surrey o West Sussex o East Sussex An information session will be held at the Civic Offices on Thursday 20th June 2019, 9:30 to 11:30. Key members of the Authority's team will further present the framework concept in detail and will be on hand to field questions from contractors. The Authority would appreciate it if interested contractors could confirm the names and positions of the delegates (max of 2) via InTend correspondence in advance of ...
