Summary of the contracting process

Balfour Beatty Civil Engineering is seeking suppliers for specialist bridge bearings for 16 structures on the Roads North programme of the Lower Thames Crossing. The work covers technical and product support to the design partner during detailed design, followed by manufacture, supply, delivery and installation. The project is a new road linking Essex and Kent via a tunnel beneath the River Thames. Delivery is across Essex and Kent, in the East of England and South East. This is a bridge-bearing supply and installation opportunity, with design-support services as part of the scope.

The buyer invited organisations to submit an expression of interest through an eligibility questionnaire, as the first step towards shaping the final procurement strategy and package. The stated procurement method is an open procedure. Responses were due by 13 November 2026 at 17:00. The estimated contract value is £500,000, and the planned contract period runs from 1 October 2027 to 1 November 2030. The tender sets out one package, with suitability indicated for SMEs and voluntary, community and social enterprises. The questionnaire is intended to assess suppliers’ eligibility and inform the procurement approach; no further award criteria are stated.

This opportunity suits specialist bridge-bearing manufacturers and installers able to support detailed design collaboratively with design consultants and principal contractors. Suppliers should be able to demonstrate relevant experience on major highway or infrastructure projects, appropriate quality management systems, and relevant health, safety and environmental accreditations. They will need manufacturing and delivery capacity that can meet programme requirements, together with the skilled resources to install bearings safely and efficiently. Experience in National Highways or comparable major-infrastructure environments is desirable. Organisations of any size may respond independently or through a consortium, joint venture or wider supply chain arrangement. The project also expects suppliers to support zero-emissions delivery without diesel-powered site plant or machinery, local recruitment and workforce progression, early-career roles and STEM engagement.

Notice Description

The Lower Thames Crossing Roads North Programme is seeking expressions of interest from organisations with experience in the design support, manufacture, supply and installation of bridge bearings for major highway and infrastructure projects. The scope comprises the provision of specialist bridge bearing product and methodology support to our Design Partner during the development of the detailed design, followed by the manufacture, supply, delivery and installation of bridge bearings to 16 structures across the Lower Thames Crossing Roads North project. As part of our procurement planning, we are seeking to better understand market capability, capacity and preferred delivery models to help inform the final procurement strategy and packaging approach. Through this PQQ, we are looking to engage with experienced suppliers who can provide innovative, durable and cost-effective bridge bearing solutions whilst supporting collaborative design development and safe, efficient installation. What We're Looking For We would like to hear from organisations with experience in one or more of the following: Proven experience in the design support, manufacture and installation of bridge bearings for major highway and infrastructure projects. Experience of working collaboratively with design consultants and principal contractors during detailed design development. Appropriate quality management systems. Relevant health, safety and environmental accreditations. Capability to manufacture and deliver products to programme requirements. Resources and expertise to undertake installation activities safely and efficiently. Experience of working within National Highways or similar major infrastructure environments is desirable. We welcome responses from organisations of all sizes, including SMEs, either independently or as part of a consortium, joint venture or wider supply chain arrangement. How to Apply If you are interested in this opportunity, please complete the attached Bridge Bearings Package Eligibility Criteria Questionnaire and return it to the Supply Chain Team by 13.11.26 at: BBLTCProcurementandSupplyChain@balfourbeatty.com Please ensure all sections of the questionnaire are completed, as this will help us gain a full understanding of your organisation's capability, capacity and relevant experience. The qualification questions have been designed to assess your ability to meet Balfour Beatty and Lower Thames Crossing supply chain requirements and will help inform the final procurement strategy for these works. We are particularly interested in understanding your experience in providing technical support during design development, your manufacturing and installation capabilities, available capacity, and your preferred delivery model for supporting major infrastructure projects. Additional information: The Lower Thames Crossing (LTC) is a new road to better connect Essex and Kent through a tunnel beneath the River Thames. Our purpose is to drive a change in how we deliver - connecting people to jobs and businesses to opportunities, leaving a skills legacy for the local community and construction industry, all whilst restoring nature and drawing a new blueprint for low-carbon construction. Our ambition is to deliver the UK's greenest road, and to do the right thing for local communities and the environment. We can only achieve this with the support of our supply chain, and it is therefore critical that for any supplier to be successful in winning work on LTC, they must demonstrate commitments to supporting delivery of our ambitions: * Delivering the works through a 'zero emissions' solution, and not using diesel on site in any plant or machinery. * Supporting us to leave a skills legacy for the local community, by not only recruiting locally, but upskilling your workforce to enable meaningful progression into higher paid higher skilled work. * Helping to facilitate successful opportunities by providing early careers roles, as well as inspiring young people into construction through delivery of STEM engagement.
