Summary of the contracting process

Cambridgeshire County Council is initiating a market testing process for their upcoming Construction Framework 2026. The procurement is currently in the planning stage, with the engagement end date set for 14th March 2025. This framework will cover both major and minor construction projects within the East of England, particularly focusing on educational buildings. The current frameworks, which will be replaced, end in November 2025 and April 2026 respectively. Businesses are invited to provide feedback on the best approach for the upcoming tender process, with documents available for review and submission to Jon Collyns at the Council.

This tender represents a substantial opportunity for businesses involved in construction, particularly those with experience in educational infrastructure and mechanical and electrical works. Small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) are encouraged to participate. By engaging in this process, businesses can position themselves to secure significant contracts, potentially worth up to £1m for fabric works and £500k for mechanical and electrical projects, thereby catalysing business growth and establishing a partnership with Cambridgeshire County Council.

Notice Title

Cambridgeshire County Council Construction Framework 2026 - Market Testing Document

Notice Description

Cambridgeshire County Council currently have 2 frameworks covering Construction Requirements, both of which are mature in terms of being the latest iterations of similar frameworks held by the Authority for several years. The Design & Build Framework is for larger scale projects, mainly but not exclusively related to Education Buildings, and ends in November 2025. The Minor Works framework covers smaller requirements up to approx. PS1m in value for Fabric and PS500k for Mechanical & Electrical requirements, and ends in April 2026. The Authority is keen to understand views from the market as to the best vehicle for delivering our anticipated pipeline of work from April 2026, and requests interested parties to access the attached document, complete it and return it to Jon.collyns@cambridgeshire.gov.uk. NOTE: The document was updated on 18th February, as one of the questions around having the skills and expertise required to deliver school extensions, including considering the extra requirements from BB103, DfE guidance, using project milestones etc incorrectly referred to the wrong Lot.
