Summary of the contracting process

Ofcom procured online market research panel services to support its regulatory and policy work. The requirement covers ad-hoc call-off projects commissioned according to business needs, including one-off quantitative surveys, quick polls, recurring surveys and trackers, qualitative research using agreed online or other methods, and mixed-method studies. For each project, the provider works with Ofcom to define the scope, methodology, sample, timetable and deliverables. Services may include questionnaire or discussion-guide development, sampling and recruitment, scripting, fieldwork, data processing, analysis and reporting. This is a research services contract (CPV 79310000), delivered for Ofcom in London, with work suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

The procurement is complete and was awarded through a mini-competition under Ofcom’s Market Research Framework Agreement. Bids closed at 12:00 on 30 April 2026. Ofcom awarded the contract to Savanta on 8 July 2026 for £1,000,000. The contract runs from 3 August 2026 to 31 July 2030. It provides a flexible, call-off arrangement rather than a single fixed research project, with individual assignments agreed as Ofcom’s requirements arise. The award is active and the contract period is the same as the stated delivery period. The requirement was classified as services and the procurement’s estimated value and awarded value are both £1,000,000.

This award demonstrates sustained demand from Ofcom for a broad online research capability supporting regulation and policy. Suppliers competing for comparable work would need to manage both quantitative and qualitative research, including rapid polls, recurring tracking studies and mixed-method projects. Credible providers would be able to shape methodologies with the client, design questionnaires and discussion guides, recruit appropriate samples, script and run fieldwork, process and analyse data, and produce clear reports. The call-off model favours organisations able to respond flexibly to varied assignments while maintaining consistent quality, project management and delivery capacity. The stated suitability for SMEs and voluntary, community and social enterprises indicates that businesses of different sizes and organisational types may be relevant, provided they can deliver the full research workflow.
