Summary of the contracting process

The Oldham Council is currently conducting a selective tender process for the provision of Teacher Assessment Moderation, specifically targeting Early Years, Key Stage 1, and Key Stage 2. This contract has a value of £120,000 and is classified under education and training services. The tender period is open until 26th September 2018, with the contract expected to commence on 5th October 2018 and last until 31st August 2020. The services are required across local authorities in the North West region of the United Kingdom, ensuring that schools' teacher assessment judgements are accurate and consistent with national standards.

This tender presents a valuable opportunity for businesses specialising in educational services, particularly those capable of providing external moderation and assessment support. Small and medium-sized enterprises (SMEs) and voluntary community and social enterprises (VCSEs) would be well suited to compete, as the tender encourages participation from these sectors. The requirement for statutory external moderation underscores the demand for skilled providers who can deliver reliable and high-quality educational oversight, allowing businesses to expand their services in the education sector.

Notice Title

For the Provision of Teacher Assessment Moderation - Early years, Key Stage 1 and Key Stage 2

Notice Description

LAs are required, on behalf of the Secretary of State for Education, to validate a sample of Early Years, KS1 and KS2 Teacher Assessment (TA) judgements in English reading, English writing and mathematics. Every year, LAs must externally moderate a sample of at least 25 per cent of LA maintained schools, plus 25 per cent of academies and participating independent schools that opt to be included in the LA's external moderation provision. External moderation is statutory. It gives confidence that schools' TA judgements for EYFS KS1 and KS2 are accurate and consistent with national standards, as specified in the TA frameworks and the exemplification materials. All local authorities must have regard to guidance under Article 9 of the Education (National Curriculum) (England) Order 2004 . This Order is made under the Secretary of State's powers as provided for by section 87 of the education Act 2002.
