Summary of the contracting process

The NHS Shared Business Services is seeking information for the provision of a Patient Experience and Engagement Support Service on behalf of NHS Leeds North, Leeds South and East, and Leeds West Clinical Commissioning Groups (CCGs). This procurement initiative is currently in the planning stage, with the request for information (RFI) published on 10 April 2017. The RFI aims to explore the best approach to procure these services and encourages responses by the deadline of 27 April 2017. The estimated annual budget for this procurement is approximately £114,000, and the contract duration is expected to be three years, with a possibility of a two-year extension. The services will support public engagement and experience across various demographics in Leeds, specifically within the Yorkshire and the Humber region.

This procurement presents significant opportunities for businesses specializing in community engagement, health services consultancy, and patient experience enhancement. Providers with expertise in asset-based engagement strategies and those familiar with the needs of diverse and hard-to-reach populations would be particularly well-placed to compete for this contract. Successful bidding could not only enhance service delivery for the CCGs but also strengthen the winning organisation's profile in the healthcare sector, opening further avenues for growth and collaboration in public sector projects.

Notice Title

Request for Information for The Provision of a Patient Experience and Engagement Support Service on behalf of NHS Leeds North, Leeds South and East and Leeds West Clinical Commissioning Groups

Notice Description

REQUEST FOR INFORMATION ONLY The purpose of this Request for Information (RFI) is to support NHS Leeds North, Leeds South and East and Leeds West Clinical Commissioning Groups (the CCGs) to form a view of the best way to procure the services described below and this is not an Invitation to Tender. NHS SBS are acting on behalf of the CCGs and are seeking information from Providers which will be used to help determine the commissioning approach for the provision of an Involvement, Engagement and Patient Experience Function. The CCGs are working closely together across Leeds and have an existing in-house Engagement Team. The CCGs are looking for an Independent Involvement, Engagement and Patient Experience Engagement Function who can supplement their engagement requirements, and must ensure that the statutory duty is underpinned by robust engagement which informs service delivery including the commissioning and de-commissioning of Services. The CCGs are looking for an expert resource and advisory function to complement the engagement work undertaken. This will include the Provision of an Asset-Based Engagement (ABE) approach to ensure the needs of the less often heard and hard to reach groups from each of the nine protected characteristics are taken into account. For the purpose of this RFI, the Affordability Threshold is estimated to be circa PS114,000 per annum and it is envisaged that the Contract will be for a duration of 3 years with the option to extend for up to a further 2 years. Your RFI response will help the CCGs to further refine the Service Specification as well as inform the potential benefits of competition to improve services with regards to meeting the needs of service users, improving quality, value for money and better integration without destabilising service provision. You are therefore encouraged to respond to all questions as fully as you can to evidence the relative benefits of a potential competitive process. Following receipt of the RFI documentation and the finalisation of the CCGs commissioning approach, it is the CCGs expectation that the procurement documentation will be issued within the next 6 months. This RFI has also been advertised in OJEU. Additional information: Providers wishing to express an interest in participating in the RFI process should register their interest on the EU Supply Website to access the documentation. To register on EU Supply please log on to the following website: https://nhssbs.eu-supply.com and look for tender reference number 27046. The RFI documentation should be completed and submitted by 5pm on 27th April 2017. For support registering on EU Supply and downloading the documentation please contact the e-Tendering help desk on 0800 840 2050 or support@eu-supply.com. The CCGs are not liable for any costs, fees or expenses incurred by any party participating in this soft market testing/sounding exercise. Any procurement of any services by the CCGs in due course will be carried out strictly in accordance with the provisions of the Public Contracts Regulations 2015. Any responses provided will not be treated as commercially confidential and may be used by the CCGs in the final Service Specification used for the contract but no organisation will be individually identified
