Summary of the contracting process

The Cambridge City Council is currently seeking contractors for the "Void Properties Works" tender as part of an open procurement process within the construction industry. This initiative is aimed at refurbishing void properties within the Council's housing stock of 7,500 properties to prepare them for new tenants. The tender was published on 14th February 2022, and the submission deadline for bids is set for 7th March 2022. The contract period will commence on 1st April 2022 and extend until 1st October 2022, with works allocated to selected contractors on a rotational basis.

This tender presents substantial opportunities for contractors, particularly small and medium-sized enterprises (SMEs) and voluntary community sector enterprises (VCSEs) specialising in construction and housing refurbishment. The Council intends to appoint three to four contractors to a framework agreement, enabling them to secure a steady flow of work by completing smaller, manageable packages of properties. Businesses with experience in construction work for multi-dwelling buildings and individual houses will be particularly well-suited to compete for this project, helping to enhance their portfolios while contributing to the community's housing needs.

Notice Title

Cambridge City Council - Void Properties Works

Notice Description

The Cambridge City Council (CCC) is seeking to award a contract for the provision of works to void properties within the Councils housing stock of 7500 properties. Void properties means that those people requiring a property are possibly in unsuitable accommodation and it is one of the key priorities of the Council is to always make the maximum number of suitable properties available. The Council is looking appoint a number of contractors, most likely three (3) and no more than four (4) to a framework for the allocation of work during this excessively busy period of requirement. Those contractors appointed to this framework will be given blocks of work (no more than 5 properties at a time) to bring the required standard of readiness for new tenants. These allocated blocks of work will be reviewed as individual work packages with requirements and timelines being agreed at the point of allocation. Work will be allocated on a rotational basis through each position on the framework. Should a contractor be unable to commit to a package of work at the point it is offered the next in line will be offered the work. However, when the next work package is available the contractor who was unable to complete the work will be made the initial offer. The Council reserves the right to review contractors who refuse work packages on four (4) successive occasions. Additionally, the Council reserves the right to review framework places for Contractors who continually fail to meet quality standards or fail to meet the contractually agreed timelines required for completion /sign off in order to make properties available.
