Summary of the contracting process

Derbyshire County Council procured highway surface works to rejuvenate the asphalt on the northbound and southbound A61. The requirement covered application of an asphalt rejuvenation treatment and associated preparation and finishing activities. These included sweeping the road, removing vegetation, detritus and mud from channels, gullies and kerb lines, and ensuring the surface was clean and dry before treatment. The supplier also had to protect ironwork, road markings and utility covers from overspray, then remove that protection after treatment. Road studs were to be masked or temporarily covered where necessary, with those coverings removed afterwards. The work is categorised as highway, road and surface construction works, with delivery in England. Derbyshire County Council was the buying organisation.

This completed open-procedure procurement was awarded to Roadtechs Europe Limited on 26 August 2026. The tender’s estimated value was £122,141, while the awarded value was £308,500. The contract period runs from 3 September 2026 to 20 September 2026. The tender submission deadline was 10 August 2026 at 11:00. The procurement was presented as suitable for small and medium-sized enterprises and was for works rather than goods or services. The award is active, with Roadtechs Europe Limited named as the supplier. Evaluation was conducted through an open procedure under the LCRIG Innovation Procurement System on the RM6094 Spark DPS. The requirement was a single road rejuvenation project for the A61’s northbound and southbound carriageways.

For suppliers competing when Derbyshire County Council next requires comparable work, this procurement indicates demand for specialist asphalt rejuvenation delivered on live strategic highway routes. Credible providers would need practical capability in surface treatment, road preparation and controlled application, together with the equipment and workforce to complete sweeping, vegetation and silt removal, cleaning, overspray protection and post-treatment reinstatement. Experience of working around ironwork, road markings, utility covers, gullies, kerbs and road studs would be important, as would the ability to manage treatment across both carriageways. The opportunity was suitable for an SME, showing that a specialist smaller contractor can be competitive where it can demonstrate robust delivery capacity, highway-site competence and reliable coordination of preparatory and finishing activities.
