Summary of the contracting process

Cambridgeshire County Council is currently in the planning stage for a tender titled "SOFT MARKET TESTING - CAMBRIDGESHIRE COUNTY COUNCIL CAFE." This procurement process aims to identify a suitable organisation to operate a café at the new Civic Hub building in Alconbury Weald, anticipated to open in December 2020. Interested parties must respond to a questionnaire by the engagement end date on 17th July 2019. The contract is expected to be for an initial period of 1-2 years, with potential extensions, and the café will primarily serve council staff, with possible public access on meeting days.

This tender presents significant opportunities for businesses in the food service and vending sectors, particularly for SMEs, community groups, and organisations catering to individuals with special needs. Those specialised in cafeteria services, canteen and catering services, or vending machine operations would be well-suited to compete. The café will have a compact servery space equipped minimally for food preparation, thus favouring providers of ready-to-eat items or vending solutions. Entrepreneurs should consider this tender as a pathway to establish a foothold within the local government catering landscape.

Notice Title

SOFT MARKET TESTING - CAMBRIDGESHIRE COUNTY COUNCIL CAFE

Notice Description

Cambridgeshire County Council is seeking an organisation to express their interest via responding to a questionnaire in operating a cafe at its new Civic Hub building in Alconbury Weald, which is due to open in December 2020. The Contract is expected to initially be for a 1-2 year period (with the potential to extend). The building provides desk space for up to 350 staff but it is likely that the footfall could exceed this due to utilisation of hot-desking and breakout spaces, and on days when Council meetings are taking place. The space will not be advertised as a public provision, it will serve Cambridgeshire County Council staff, however there could be public footfall on Council meeting days. The approximate size for the servery is 15.5 square metres being 2.55m x 6.10m. It will be fitted with refrigeration, sinks and storage units. The room will not be specified to allow for cooking on site (other than warming items up). There will be a seating area adjacent to the cafe. The Council welcomes responses from private organisations, community groups, and charities, as well as organisations working with people with special needs. Contract terms may vary. The Council is also seeking responses from organisations to provide vending machines and businesses wishing to sell food and drink through a stall set up within the foyer of the building. The Council is requesting that interested parties respond to a series of questions to help shape strategy for this opportunity. Such questions are available on application from Chris Sutton - Christopher.Sutton@cambridgeshire.gov.uk, and responses are required by 17th July 2019.
