Wakefield Council undertook a procurement process, pursuant to Regulation 30 of the Public Contracts Regulations 2015 to procure and appoint a development partner to deliver its hotel regeneration ambitions for the Old Westgate Station site in Wakefield City Centre. Ion Property Developments Limited was the most economically advantageous tenderer and was subsequent appointed as Wakefield Council's preferred partner. Wakefield Council entered into a pre-development services agreement ("PDSA") on 25 February 2026 and, Wakefield Council intends to enter into a development agreement ("DA"), in relation to the delivery of the Old Westgate Station Hotel Development, in Wakefield City Centre.

            "description": "A F20 Modification Notice cannot be published at this time. However, to ensure transparency and compliance with legislative requirements, the details of the modification are set out below. By transfer deed dated 31 March 2023 Network Rail Infrastructure Limited transferred a piece of land to Wakefield Council which includes the structure of bridge deck, which is a single structure which runs under and supports the East Coast Mainline (\"Bridge Deck\"). The transfer provides that Wakefield Council (and any successor in title) will be obligated to repair Bridge Deck. The Information Memorandum (\"IM\"), released alongside the Selection Questionnaire (\"SQ\"), set out Wakefield Council's position on Bridge Deck which confirmed that Bridge Deck would transfer to the successful bidder, as part of the Old Westgate Station Hotel development, with this position to be set out in the contractual documents. Owing to unforeseen circumstances, in respect of the provision of funding for the development the Old Westgate Station Hotel development, Wakefield Council intends to modify the DA so that Bridge Deck will not transfer to Ion Property Developments Limited. The modification (i.e. that Bridge Deck will not transfer to the successful bidder) has been brought about by circumstances, in respect of third party funding constraints, which Wakefield Council, acting as a diligent contracting authority could not have foreseen. The modification does not alter the overall nature of the contractual documents and there is no increase in price as a result of the intended modification. Need for modification brought about by circumstances that a diligent contracting/entity could not foresee.
