Summary of the contracting process

The Office for National Statistics procured national advertising and communications services to increase survey participation among 18-to-34-year-olds, a group it considers difficult to reach. The appointed supplier is expected to develop a campaign strategy using targeted and broadcast media, with the wider aims of building trust in the ONS, improving responses to its surveys and generating learning for future campaigns and Census 2031 planning. This is a services contract for delivery across the United Kingdom. The requirement suits communications, advertising, public relations and behaviour-change agencies able to combine creative campaign development with audience insight and media delivery. The procurement is classified as advertising services (CPV 79341000), and the ONS is the buying organisation.

This procurement has been awarded and the tender is complete. M&C SAATCHI PR LIMITED was selected, with an award date of 1 September 2026. The awarded value is £1,000,000, while the stated minimum value was £220,000. The contract runs from 7 September 2026 to 6 September 2029, comprising an initial one-year period with two possible one-year extensions. The tender deadline was 18 August 2026 at 12:00. The ONS used a selective call-off from the Government Commercial Agency Communications Marketplace dynamic purchasing system, under agreement RM6124. The opportunity was suitable for small and medium-sized enterprises. Selection focused on an innovative and creative communications supplier with in-depth understanding of engaging 18-to-34-year-olds and a successful behaviour-change campaign track record, particularly with this age group.

For agencies that did not win, this award shows the ONS values communications partners able to address declining public survey participation through evidence-led behaviour change. A credible competitor for comparable work would need strong insight into 18-to-34-year-olds, including the channels, messages and creative approaches that reach a hard-to-engage audience. It would also need to unite campaign strategy, innovative creative development, targeted media and broadcast media, rather than offering only one specialist service. Experience of increasing participation, changing behaviour and building trust in a public institution would be relevant, as would the ability to evaluate campaigns and turn findings into practical recommendations. The requirement also indicates value in suppliers capable of linking immediate communications activity with longer-term national data collection and census planning.
