Summary of the contracting process

The Metropolitan Police Service, acting on behalf of the Mayor's Office for Policing and Crime (MOPAC), is re-tendering a National Framework for Legal Services aimed at police forces, police and crime commissioners, and various other eligible public bodies in England and Wales. This procurement process, classified under legal services (CPV code 79100000), is currently in the Tender stage, with bids due by 30th March 2020. The total estimated value of the contract ranges from £25 million to £65 million, with a contract period commencing on 1st February 2021 and concluding on 31st January 2025. Bidders are invited to participate in a restricted procedure, and the framework includes five specific Lots, covering diverse areas of legal services.

This tender presents a significant opportunity for law firms and professional legal services providers to engage with public sector clients, potentially leading to sustained business growth over the four-year contract period. Businesses that specialise in procurement law, civil litigation, employment law, property law, and public sector legal advisory services would be particularly well-suited to compete effectively for this framework agreement. Furthermore, the tender encourages participation from small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), enhancing competition and innovation in the legal service market.

Notice Title

THE SUPPLY OF A NATIONAL FRAMEWORK FOR LEGAL SERVICES TO POLICE FORCES, POLICE AND CRIME COMMISSIONERS, AND OTHER ELIGIBLE PUBLIC BODIES

Notice Description

The Mayor's Office for Policing and Crime (MOPAC) as the contracting authority is re-tendering the National Legal Services Framework (NLSF) for the supply of legal services to a range of public bodies. This includes the GLA functional bodies, Police Forces, Police Authorities, and various other public bodies including all local authorities in England and Wales (together these bodies are referred to throughout as the "Participating Bodies"). A full list of all eligible customers can be found on Bluelight (https://bluelight.eu-supply.com/) in the Framework Agreement, Schedule 12 'List of Participating Bodies'. The services are to be called off over a 4 year period. The MOPAC initially invites participants to complete the SSQ, who are suitably experienced firms of solicitors in tendering for a framework agreement, for the following five Lots of legal services (with Lot 1 being split into two Lots) using the Restricted Procedure: Lot 1A Procurement, Contract and Commercial and Governance: Complex Projects and Disputes Lot 1B Procurement, Contract and Commercial and Governance: Business as Usual Lot 2 Civil Litigation and Personal Injury Lot 3 Employment Lot 4 Property - Commercial, Residential Property and PFI Please note that 1a and 1b are two distinct Lots, which will have their own pricing and requirements. Firms can bid for both and be appointed to both if successful. If due to Northern Ireland no longer being a requirement, new firms would now bid as a result, then the time will be extended to accommodate this for those firms only. This will be 30 days from the day the notification is published, giving new bidders until the 16th April. For firms that are already part of the process and have accessed the site there will be no extension.
