Summary of the contracting process

Somerset County Council is in the planning stage of the "Highways and Rights of Way Structures Framework" procurement process, aimed at replacing the current Structures Framework set to expire in January 2019. Notice Description

Somerset County Council (SCC) is responsible for the maintenance of approximately 2300 Highway and 3000 Rights of Way bridges and retaining structures across the county. Highway structures are on or adjacent to the surfaced public highway network whilst rights of way structures are generally more remote from the highway network. Somerset County Council is looking to replace its current Structures Framework that is due to expire in January 2019 with two new Framework Agreements which will run from January 2019 until January 2023. To incorporate both highways structures and rights of way structures, one will be for major schemes and the second will be for minor schemes. Somerset County Council is keen to engage with the market through Soft Market Testing. To do this we have designed a questionnaire for suppliers to complete. The questionnaire is standardised and available to all via the 'supplying the southwest' portal. This is your opportunity to have your say and help shape the procurement process in a way that works for suppliers within the marketplace and therefore, ultimately for SCC. We would be grateful if you could take the time to respond to all aspects of the questionnaire so that we are able to establish an approach that ensures the optimal procurement solution for all parties.
