Notice Description

The City invites Quotations for the provision of an investigation and report exploring the feasibility of an Education Services Company (ESC) to provide services to the Family of Schools and beyond. The City Family of Schools (14) is comprised of different types of schools including a Multi Academy Trust (MAT), co-sponsored academies, Voluntary Aided school and independent schools. Further details are contained within the specification. Details of project To undertake a feasibility study focusing on the following areas: a) Demand, purpose and scope - Consultation with school leaders to assess their current/future support requirements, areas for development, assessment of current support arrangements and future focus on core school improvement functions and wider set of services and responsibilities. Consultation with other City of London leaders to consider and identify potential opportunities to leverage in some of the expertise in broader City of London and Square Mile services. b) Service offer and quality assurance - Consideration and assessment of the specific services which should be provided, who could provide them, and how those services can be of high quality and meet schools' needs? c) Legal status - Assessment of the options for delivery vehicles to achieve the agreed objectives and consideration of the advantages and disadvantages of different legal structures for the City of London. d) Governance and Membership - Consultation with stakeholders to ascertain the preferred governance arrangements required to ensure the views of headteachers, teachers, governors, the City Members and other key stakeholders are all effectively represented. e) Funding - How could a potential new organisation be funded, including consideration of potential contributions from schools, and the potential for elements to be offered on a traded basis. Assessment of the requirements to ensure stability and sustainability and the requirements of reinvestments of any surplus. f) A report setting out the review and recommendations.
