Summary of the contracting process

The Gloucestershire County Council is inviting expressions of interest from contractors for a framework agreement for major construction works. The framework has two lots based on value: Lot 1 (£150,000 - £649,999) and Lot 2 (£650,000 and above). The tender deadline for the selection stage is 27th October 2023. The framework will cover Gloucestershire and neighbouring areas. The estimated values for the framework lots range from £5m to £21m and £50m to £117m respectively.

This procurement opportunity is a restricted procedure with a selective procurement method. Small and medium-sized enterprises (SMEs) are welcome to participate. The framework agreement allows users to directly award contracts via rotation call-off or through mini-competitions. Potential business opportunities exist for contractors in the building construction industry, specifically those suited for major construction projects within the specified geographical areas. The contract period starts on 1st March 2024 and ends on 29th February 2028.

Framework Agreement for Major Construction Works

Please click on below link to get full details of this opportunity: https://www.supplyingthesouthwest.org.uk/ Gloucestershire County Council (GCC) is seeking expressions of interest from suitably qualified contractors to join a four year framework agreement for delivery of major contracts/project within the council. The framework agreement will be divided into two lots based on value. Lot 1 - PS150,000 - PS649,999 Lot 2 - PS650 and above Tenderers can bid for one or both lot, provided they pass the requirement for either one or both lots. Under the Framework Agreement the Authority and other Users will have the option to call-off contracts with framework contractors as and when works are required, via direct award using rotation call off process or via a mini competition as desired by the users. All requirement with a value over the threshold for works (PS5,336,937 inclusive VAT) will have to be via a mini competition. Bidders should note that, under the Framework Agreement, neither the Authority nor any other User shall be under any obligation to call-off contracts with framework contractors. However, where call off value exceeds the current works threshold under the PCR of PS5,336,937 (inclusive of VAT) it must be a mini competition, and this is applicable for all framework users. Lot 1 - Estimated Value over Framework Term PS5m to PS21m Lot 2 - Estimated Value over Framework Term PS50m to PS117m Additional information: This is a restricted procedure and the closing date for the first stage (selection stage) is 27 October 2023. Interested tenderers are advised to check the published documents for further details. The Framework will be open to the Users listed below: Gloucestershire County Council, District Councils, Parish and Town Councils, schools/academies, offices, libraries, day centers, care homes, fire stations and other public buildings mainly within Gloucestershire but may include parts of Herefordshire, Worcestershire, Warwickshire, Oxfordshire, Wiltshire and South Gloucestershire, all public bodies including NHS, universities, colleges within Gloucestershire.
