Notice Description

Training services. Specialist training services. Training services in defence and security materials. Project HANNIBAL. A training support project predominantly, but not exclusively, focused in the LAND environment, supporting collective training. HANNIBAL will deliver improvements to the design, planning, delivery and control of Command Post Exercises (CPXs) in the constructive domain, while also providing analysis and mentorship of training audience activity. The collaborative solution, working with Army planning and training teams, will provide a permanent exercise control (EXCON), mainly based in Warminster but deployable across several training estates, to better deliver and control exercises using the Decisive Action Training Environment (DATE). Fundamental to the service, is the provision of a permanent peer plus opposing force (OPFOR), mainly based in Warminster and supported by computer operators (Pucksters) operating at reach, using virtual/simulated networks. The OPFOR, supported by deployable subject matter expert (SME) role players (White Cell) will replicate the full spectrum of current and emerging threats to consistently test the training audience to the threshold of failure. Critically, HANNIBAL is committed to continuously improving the delivery of CPXs to ensure the training audience is able to maximise the learning opportunity from these critical events. HANNIBAL Support to training includes, but is not limited to: a. The constructive environment to best represent the complexities and frictions of contemporary warfare and ensure the training audience is fully tested. b. Representative forces ranging from allied through neutral and indigenous to opposing, such as military, paramilitary, police, Opposition Force (OPFOR) and represent bodies across the full spectrum of the given scenario nationalities/geographical environment (government officials, military, civilians etc). c. Training Support. Design and plan CPXs in support of military training teams through the provision of key posts in the military led EXCON and design cell. d. Training Support. Support and inform the observations from training process to ensure CPXs continuously improve and help identify lessons from training. e. Training Delivery. Support the military training team in the delivery of CPXs through the provision of key posts in EXCON.
