Summary of the contracting process

Chichester District Council, acting as the Coast Protection Authority, recently completed a procurement process for the "Selsey Beacon Replacement" project. Focused on coastal-defence works, this project involved replacing several ageing marker beacons required for managing flood and erosion risk. The tender, identified as "EX24191," was awarded to Suttle Projects Limited. This procurement process followed a selective method, specifically a call-off from a framework agreement. With a project value of approximately £157,960, the work was scheduled between 17th July 2024 and 19th September 2024 in the South East region of the United Kingdom. Key dates included the tender period end on 10th June 2024 and the award date on 24th May 2024.

This tender presented a significant opportunity for businesses specialising in coastal-defence works, especially those classified as small and medium-sized enterprises (SMEs). The project required specific expertise in designing and building navigation markers, making it ideal for contractors with experience in maritime engineering and coastal protection. Such projects not only provide immediate business opportunities but also pave the way for future contracts of a similar nature, thereby fostering long-term growth and stability for companies in this industry sector.

Notice Title

Selsey Beacon Replacement

Notice Description

Chichester District Council is a Coast Protection Authority and manages numerous assets associated with managing flood and erosion risk. To manage the risk to navigation there is a need to mark the seaward end of some of these assets. This has been done with 37 fixed marker beacons, constructed using bullhead rail and attached (bolted) to timber groynes. A number of these marker beacons have or are reaching the end of their serviceable life with either the rail or timber no longer suitable for re-fixing. Some of these are also no longer accessible from the land even during low spring tide (tidal information is included in section 4.5) due to lowering of the lower foreshore, rendering pre-existing approaches to re-erecting them from the beach unsuitable. The Council is seeking to appoint a contractor to design and build at least five (but up to 9) new marker beacons to manage the risk to navigation. It is expected that over the coming years the majority of the beacons will need to be replaced and so we are seeking a design / approach that is easily repeatable.
