Summary of the contracting process

NHS England’s Transforming and Connecting Care programme is buying transformation delivery services to support programme change and technology-related work. Support may cover programme management; central business change and engagement; Single Patient Record and Service Transformation Area rollout; information governance and cyber; and complex requirements gathering for large-scale technology procurements. Work is commissioned through individual Statements of Work, each defining tasks, deliverables, staffing and a fixed cost based on the supplier’s rate card. This is management consultancy and transformation delivery, with delivery associated with Wellington House in London (SE1 8UG).

The procurement is complete and KPMG LLP was selected for the contract, with an award date of 30 October 2026. It was a selective call-off from a framework agreement. The arrangement has a maximum value of £41.4 million excluding VAT over the full possible term, but commits the buyer to no minimum spend; work and costs are authorised through separate Statements of Work. The initial contract period runs from 19 October 2026 to 18 October 2027, with an option to extend for a further 12 months, giving a potential total term of 24 months. The published evaluation criteria and detailed eligibility requirements are not set out in the procurement data.

For suppliers considering comparable future work with NHS England, this award demonstrates demand for a broad transformation team able to combine programme management, business change and stakeholder engagement with health technology rollout support. Credibility will depend on being able to support Single Patient Record and Service Transformation Area implementation, and to bring information governance, cyber and complex requirements-gathering expertise for large-scale technology procurements. The delivery model also favours suppliers able to mobilise resources against discrete Statements of Work, define deliverables and staffing for each assignment, and price work through a rate card with fixed-cost Statements of Work. The scale and breadth point to a need for substantial, multidisciplinary capacity and experience working across complex NHS programmes; the opportunity was judged unsuitable for SMEs and voluntary, community and social enterprises.
