Summary of the contracting process

The Cornwall Council is initiating a procurement process for the "HeadStart Kernow Community Facilitator" through a Prior Information Notice (PIN). This project is aimed at enhancing the emotional wellbeing and mental health of children and young people in the South West region of the United Kingdom. This Prior Information Notice (PIN) is an indication of potential future procurement activity and may be subject to change. This notice makes no commitment to procure any services. This PIN is not part of any pre-qualification or selection process. HeadStart Kernow is a Big Lottery funded programme with the aim of "ensuring the emotional wellbeing and mental health of all children and young people is improved because they can easily access the right support when they need it" A key element of the HeadStart Kernow approach is the role of the HeadStart Community Change Facilitator(x12) and the function that they will undertake. The HeadStart Community Change Facilitator(s) will work with a wide range of stakeholders within a given Locality. The Facilitator role(s) will undertake some direct intervention work with young people, supporting them in overcoming emotional wellbeing and mental health challenges. In the process, the Facilitators will engage families and carers and also the wider community (both 'services' and 'community assets') to find a sustainable way forward. Facilitators will work hard to focus on developing assets of young people, i.e. focusing on their strengths rather than problems. The contract will likely initially be awarded for a period of 3 + 1 years. With a possible option to extend on an annual basis for a further period of two years up to a maximum term of 6 years. Priorities of the HeadStart Community Change Facilitator role: The overarching aim of this role is to build the capacity of communities to support young people with emotional health challenges to build their resilience. Where no other support is available, the Facilitator will provide direct intervention work to support the young person into a longer term sustainable support framework e.g. an existing community asset. Where a community asset may not exist and where appropriate, the facilitator will link with elements of the wider HeadStart provision to support the development of an asset. The role can be broken down into 4 specific elements: 1. Direct Intervention - Working with young people and families to support them access the resources available within the community. This will involve building the capacity of the individuals to engage with what is on offer or by working with partners to establish a solution to fill the need. (Individual and group activities) 2. Developing Provision - Building relationships with existing community groups and organisations working in the Locality in order to fully understand provision that could be utilised in meting a young person needs, or identifying opportunities for development. 3. Training - Where the need exists, build the capacity of existing community based resources to better meet the needs of young people in terms of emotional health and wellbeing. 4. Raising awareness - Facilitating activities to raise awareness of Emotional Health/ Mental Wellbeing and increase effective communication and relationships. Additional information: The Council are aiming to host a supplier event during August to provide information about the contract and procurement process. There will also be the opportunity for suppliers to input into specification development.
