Summary of the contracting process

Kirklees Council procured an Operational Services Asset Management System (OSAMS) to support its operational services. The requirement is for IT services covering consulting, software development, internet and support, including implementation of the system. Delivery is associated with Kirklees Council’s operations in Yorkshire and the Humber. The buyer is Kirklees Council, based at Huddersfield Town Hall. The procurement falls within the services category and was intended for suppliers able to provide a complete operational asset management system and the associated implementation and support services. It was run as a further competition under the Crown Commercial Service Vertical Application Solutions framework, Lot 3, covering housing, environmental and planning applications.

The procurement is complete and was awarded to Causeway Technologies Limited on 13 August 2026. The award value is £1,934,033 including all available extensions. The contract period runs from 17 August 2026 to 16 August 2041. Kirklees Council used a selective call-off from the Crown Commercial Service framework, with bids invited from suppliers appointed to the relevant framework lot. The tender submission deadline was 2 February 2026 at 1pm. The requirement described an initial five-year term, with implementation anticipated from 1 April 2026 and the call-off contract anticipated from 1 October 2026; the award records the longer period covering extensions. Causeway Technologies Limited is the awarded supplier.

This award provides a clear benchmark for suppliers competing for future operational asset management system work with Kirklees Council. Credible competitors would need experience delivering enterprise IT systems for operational services, including software implementation, consulting, internet-enabled functionality and ongoing support. They would also need to demonstrate the ability to handle a substantial, long-term council technology service and to address applications relevant to housing, environmental and planning operations. The route to market is significant: suppliers must be appointed to the appropriate framework lot and capable of competing in a further competition. The opportunity was identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so organisations of those types with the required technical delivery capability may be well placed.
