Summary of the contracting process

The Future Cities Catapult, an innovation centre based in London, is seeking bids for the project titled "Digital Design and User Experience Prototype". This tender is part of the planning and urban development sector, specifically aiming to enhance land-use planning through digital innovation. The tender period is set to close on 24th February 2017, while the contract is expected to commence on 3rd March 2017 and run until 3rd April 2017. The estimated value of the contract is between £50,000 and £60,000, and the authority is eager to explore new methods to streamline urban planning processes.

This opportunity presents significant potential for growth, particularly for small to medium-sized enterprises (SMEs) with expertise in urban planning services, digital tools, and user experience design. Businesses proficient in usability testing, interface design, and development of digital prototypes would be ideally positioned to compete. The successful bidder will have the chance to shape innovative planning concepts that can positively impact city administrations and enhance community engagement in the planning process.

Digital Design and User Experience Prototype

Notice Description

The Future Cities Catapult is a technology and innovation centre set up by Government to advance innovation, to grow UK companies to make cities better. In talking to cities and industry about areas where they want and need to innovate, the Catapult has identified a strong demand for new ways of doing land-use planning. There is a strong central Government push for city administrations to better facilitate housing and other development as well as engage and involve neighbourhoods and citizens in the planning process. These drivers and moves towards a more 'zonal' plan-making approach mean that a data-driven, transparent and digitally-delivered is within reach. The Catapult has developed a 'Future of Planning' programme to: * demystify the planning process; * understand which elements of the process can be enhanced through data, design and digital tools; * develop concepts, use cases, prototypes and speculative film that demonstrate the future fo planning; and * quantify the inefficiencies in the current system and value new ways of doing planning. As part of this programme Future Cities Catapult has identified, through our 'State of the Art research', our initial phase of user research and our internal R&D, a large number of 'Digital Planning Concepts' that could tweak or transform the planning system. A separate concept testing phase will reduce ten Digital Planning Concepts into a shortlist of three. We wish to commission a company to develop the priority concept or concepts into a variety of tangible outputs including: * User interface outline designs * Usability testing * User interface design feature development * Usability testing * Online protoype (potentially 'working' but most likely user experience) * Supporting technical specification * Supporting film/design content The Supplier will provide the following deliverables: * Initial technical assessment of three priority concepts with reference to the deliverability of user experience and/or working prototypes, including programme to deliver; * First draft of storyboards/UI wireframes for user experience and/or working prototypes; * First Draft of Prototype(s); * Usability testing; * Revised prototype(s) and supporting design/film content; and * Technical specification.
