Summary of the contracting process

East Suffolk and North Essex NHS Foundation Trust (ESNEFT) is procuring investment management and financial advice for its charitable funds. The work covers managing and advising on the Trust’s charitable investment portfolio, helping it maximise the value of donations while limiting undue risk. The existing portfolio includes ethical investment funds, property funds and a common deposit fund. This is a financial services opportunity, classified as portfolio management services (CPV 66140000), with additional financial consultancy services. ESNEFT provides hospital and community healthcare across Ipswich, Colchester, Clacton, Halstead, Harwich, Felixstowe and Aldeburgh, and the charitable funds support services and appeals across these locations. The buyer is East Suffolk and North Essex NHS Foundation Trust, based in Ipswich.

The procurement has reached tender: ESNEFT invited suppliers to express interest and submit a capability assessment, using an open procedure under the Procurement Act 2023. Suppliers passing this assessment will be invited to submit a formal tender. The deadline for expressions of interest and capability assessments is 10 October 2026 at 12 noon. The estimated contract period is 1 February 2027 to 31 January 2030. The estimated value is £277,500 including the stated currency of GBP. The Trust expects to issue the formal invitation to tender in October 2026. The top four suppliers following evaluation of their tender submissions will be invited to interview, with interviews provisionally scheduled for the afternoon of 16 November 2026. Evaluation therefore includes capability assessment, tender submissions and interview selection.

This opportunity suits investment managers, portfolio managers and financial advisers with experience of managing charitable or institutional funds. Relevant firms should be able to advise on portfolio construction, investment selection, risk management and stewardship across ethical funds, property funds and deposit-based investments. Suppliers will need to demonstrate the capability required by the Trust’s assessment and, if selected, develop a credible approach to managing charitable money for defined purposes. The requirement is marked as suitable for small and medium-sized enterprises, so specialist independent firms and smaller investment consultancies may be well placed to compete alongside larger providers. Strong experience of balancing returns, liquidity, ethical considerations and prudent risk controls would be commercially relevant to the Trust’s objectives.
