Summary of the contracting process

The Leicester City Council is initiating a procurement process titled "ASC0272 - Online Market Engagement Event - Extra Care (Enhanced Independent Living) Accommodation Scheme(s)" focused on construction work within the health and social work services sector. This engagement will take place on 13th January 2022, from 10:00 a.m. until 12:00 p.m., via Microsoft Teams. Interested parties must register by submitting a booking form by 2:00 p.m. on 11th January 2022. The council aims to gather insights for developing a new care accommodation scheme for vulnerable individuals, following earlier market testing.

This market engagement represents a significant opportunity for Registered Social Landlords (RSLs), consortia, and other stakeholders to influence the upcoming tender process for the Extra Care accommodation scheme. By participating, businesses can showcase their expertise in health and social care services, construction-related services, and community support. As the council is keen on gathering input to refine their project specifications, companies that specialise in these fields will find this to be a valuable chance to position themselves for future contracts later in 2022.

Notice Title

ASC0272 - Online Market Engagement Event - Extra Care (Enhanced Independent Living) Accommodation Scheme(s) on a Leicester City Council Owned Site(s)

Notice Description

THIS IS NOT A CALL FOR COMPETITION Leicester City Council is considering selecting a partner to design, build, own and manage an Extra Care (Enhanced Independent Living) scheme within the Leicester City area on two sites. The two Schemes will provide accommodation for a range of vulnerable people aged 18+ including people with learning disabilities, people with mental health need and people with physical or sensory disabilities, older people and people with dementia. Further to the Soft Market Testing recently undertaken by Leicester City Council (the Authority) as part of the commissioning process, the commissioners of this service are keen to hold an Online Market Engagement Event. The Online Market Engagement Event is being held on Thursday 13th January 2022 commencing at 10.00 a.m. and is anticipated to end at 12.00 p.m. The event will be conducted online via Microsoft Teams. It is anticipated this event will include addressing questions raised in the Soft Market Test (attached to the advert linked below for reference), such as: *Care and support model *RTBR contribution *Planning consent(s) concerns etc. The event will give potential Registered Social Landlords (RSLs) or / Consortia arrangements and other stakeholders the opportunity to express their interests and feed in their views about the potential model and specification principles (please see the Soft Market Test questionnaire for reference, attached to the advert linked below). The commissioners will use the information to appraise options and further develop the specification. This process does not constitute a formal tender or other competitive bidding process and will not result in the letting of a Contract. The Authority is using this process solely to test the market to gather information and ascertain the level of interest in this. It is anticipated, dependent upon this engagement exercise, that tenders for this project would be sought during 2022, to enable contract award later in 2022. To book a place at this event, please complete the attached booking form and return electronically by email before or no later than 14:00 hours on 11 January 2022 to the email address procurement-asc@leicester.gov.uk A maximum of TWO places per organisation are available. Places are limited and will therefore be allocated on a first response basis. Upon receipt of your booking form, if places are still available, your organisation's attendee(s) for the event will receive joining instructions and the link to the meeting which will be provided via their email address(es) provided in your completed booking form. If you are unfamiliar with joining a Microsoft Teams meeting, guidance to assist will be provided to the meeting attendees via their email address(es). If you have already booked a place at this event via the Soft Market Test, you do not need to fill in the attached booking form.
