Summary of the contracting process

Ofgem commissioned general management consultancy services focused on electricity network charging reform. The work reviews three policy options: a Network Utilisation Impact Charge, a System and Constraints Impact Charge, and auctions. Its purpose is to strengthen Ofgem’s policy understanding so that options can be shortlisted, while contributing to the Department for Energy Security and Net Zero’s wider reformed national pricing work and the Strategic Spatial Energy Plan. This is an energy and related services requirement, including energy-efficiency consultancy (CPV 79411000, with related CPV classifications 71314000 and 71314300). The buying organisation is Ofgem, based in London. Delivery is described across the United Kingdom, Europe, the Channel Islands, the Isle of Man, British Overseas Territories and the rest of the world.

The procurement is complete and was run as an open procedure. The tender submission deadline was 1 January 2026. Ofgem awarded the contract to Baringa Partners LLP on 23 July 2026 for £99,000. The contract period runs from 23 July 2026 to 30 September 2026. The requirement was evaluated as a services procurement, with the tender framed as an open procedure. The award is active and the tender status is complete. The contract covers the network charging modelling options review described above, rather than a wider implementation of network charging reform. The recorded award value is the value for this single contract and should not be treated as a wider programme budget.

This procurement indicates demand for specialist consultancy able to combine energy-sector knowledge, network charging analysis and public policy advice. A credible competitor for a future requirement of this type would need to understand how network use, system constraints and auctions could influence charging reform, and to assess policy options clearly enough to support senior decisions and shortlisting. Relevant capability would include modelling or analytical work on energy systems, evidence-based option appraisal, and translating technical findings into practical policy recommendations. Experience contributing to national pricing reform or strategic energy planning would be directly relevant. The opportunity was identified as suitable for small and medium-sized enterprises, so a focused specialist consultancy could compete alongside larger firms.

Notice Title

Network Charging Modelling Options Review

Notice Description

Ofgem recently published a call for Input detailing some options for Network Charging Reform. Over the next few months, Ofgem is looking to further the understanding of these areas, in order to eventually short list Ofgem's Network Charging Reform options later in the year. This work will contribute to wider DESNZ Reformed National Pricing work (as referenced within their recent Delivery Plan) looking at other levers to deliver the Strategic Spatial Energy Plan. This work is intended to further policy thinking on three of the Ofgem's remaining network charging options (Network Utilisation Impact Charge, System and Constraints Impact Charge and Auctions) in order to enable Ofgem to reach a short list later this year.
