Summary of the contracting process

Stockton-on-Tees Borough Council has awarded a contract to Causeway Technologies Limited for the creation of Digital Traffic Regulation Orders (D-TROs). This project falls under the industry category of "Software package and information systems" and is located in the North East region of the United Kingdom. The procurement was conducted through a selective method, specifically a call-off from the G-Cloud 14 CCS framework. The contract, valued at £153,430.49, has a contract period from 1st April 2025 to 31st March 2029. Key dates include the tender period ending on 31st March 2025 and the award date on 6th March 2025.

This tender presents significant opportunities for businesses specialising in digital solutions for public sector agencies, particularly those focusing on geospatial and traffic management applications. Small and medium-sized enterprises (SMEs) are especially encouraged, given their suitability for the project. Companies with expertise in creating and maintaining digital databases, and those who can provide user-friendly, map-based interfaces, stand to gain immensely. Additionally, those familiar with tools like AppyWay, ParkMap, and StatMap Evo might find this project aligns well with their capabilities.

Notice Title

Digital Traffic Regulation Orders

Notice Description

New legislation will require Highway Authorities to provide digital versions of all new Traffic Regulation Orders - both temporary and permanent - during 2025. It is expected that in the future it will be required that all historic TRO's will also need to be digitised. Therefore, we will need to implement a Digital TRO system in the next year. At Stockton, we currently create TRO's using a paper-based method which can be time consuming. We hold digital records of all TRO's up to 2009 in a GIS shapefile, with more recent records recorded paper based only. It is anticipated that the procurement of any new system to create D-TRO's will run parallel to an exercise to digitise all of our historic TRO's, with a view to having a single, modern, map-based database accessible to the public to comply with the proposed legislation. AppyWay, ParkMap, and StatMap Evo are digital tools commonly used by local authorities and transportation departments to assist with creation of new digital traffic regulation orders (TROs). The Council will call off from the G-Cloud 14 CCS framework. Following a shortlisting process, the contract will be awarded to Causeway Technologies Limited via a Direct Award.
