Summary of the contracting process

The Lancaster University is currently facilitating a tender for a Painting and Decorating Framework, offering two distinct lots: Lot 1 for projects valued under £10,000, and Lot 2 for projects over that threshold. This open procurement process has a deadline for submission set for 7th January 2022, with the contract anticipated to commence on 17th November 2022 and continue for three years, subject to performance-based extensions. Interested parties must submit any clarifications by the end of business on 4th January 2022, noting that the university will be closed for the holidays from 23rd December 2021 to 3rd January 2022. The framework is expected to generate approximately £200,000 annually for Lot 1 and £500,000 for Lot 2, though actual spending may vary.

This opportunity can significantly benefit small and medium-sized enterprises (SMEs) and voluntary and community sector enterprises (VCSEs) that specialise in painting and decorating services. Companies capable of handling both small-scale maintenance repairs in occupied academic and residential buildings, as well as larger external projects, would be well-positioned to compete. The successful bidders will need to demonstrate competency in working at heights and an understanding of both traditional and modern painting techniques, which may offer further avenues for growth in this sector.

Painting and Decorating Framework Lots One and Two

Notice Description

To express an interest in this framework, please access the documentation, fill and return through In Tend (https://in-tendhost.co.uk/lancaster/aspx/Home). Please submit any clarifications prior to COB 4th January 2022 - we cannot guarantee a response to clarifications received after this date, although we will endeavour to answer any questions received. ** Please note the University is closed 23rd December 2021 - 3rd January 2022, and as such any correspondence received during this period may not be responded to until our return on 4th January ** This is a framework contract for painting and decorating works split into two lots, based on job value: Lot 1 <PS10k; and Lot 2 PS10k<. This framework is intended to begin in November 2022. Lot One - for this Lot, we are seeking suppliers who can carry out work which will mainly consist of external and internal small / low value maintenance type repair works in live buildings (both academic and residential). Successful suppliers must be able to deliver quality workmanship in an efficient manner and with minimal disturbance. The successful suppliers will be able to provide expert advice around appropriate types of paints and preparation, and offer best value for money solutions. Lot Two - work on this lot will typically be PS10K plus in value, with no upper financial ceiling. Projects may well include occasional internal, or undercover decorating works, but it is anticipated that the bulk of the work offered on this Lot will relate to external building elements, typically masonry, rendered panels, various forms of steelwork and other general detail areas of building fabric. External decorating works at Lancaster University will typically involve working at height as many of our buildings are around four storeys in height. The successful supplier must be therefore be familiar, trained and competent in working with a variety of high level access systems, from traditional scaffolding to mobile access equipment, etc. Lancaster University operates a Permit to Work system for activities involving risk, including working at height. Permits are issued following receipt and approval of supplier's project specific RAMS and certificates. Based on outlay in previous years and the University's likely requirements in the future, we would approximate spend on Lot 1 to be around PS200,000 per annum, and on Lot 2 to be around PS500,000 per annum. This spend is not guaranteed however, and it may be that the actual outlay will be more or less. The framework will be in place for three years, with two additional year long extensions, subject to performance.
