Summary of the contracting process

Newlon Housing Trust is undertaking a significant public procurement process titled "Construction Framework Agreement," aimed at delivering construction and design works essential for its initiative to build 2,000 new homes by 2022. The project is classified under the construction industry and will take place in London, United Kingdom. This selective procurement method employs a restricted procedure, and the contract period commenced on 4th April 2017, lasting until 3rd April 2021. The total estimated value of contracts awarded through the framework is between £50 million and £200 million, with works divided into three lots based on contract values ranging from £2.5 million to over £25 million.

This framework presents substantial opportunities for businesses in the construction sector, particularly those with experience in large-scale building projects. Firms specialising in general construction, design, and project management would be well-positioned to compete for the contracts available under this framework, with specific lots catering to varying scales of work. The awarded contracts offer a pathway for growth not only for large contractors but also for those involved in specialised areas of construction, collaboration, and development geared towards affordable housing solutions.

This is a contract award notice following an OJEU procurement by Newlon Housing Trust to appoint suitably qualified and experienced suppliers to enter into a framework agreement for the delivery of construction / design and construction works to facilitate our programme of building new homes. Newlon Housing Trust has an affordable Housing Growth Target of 2000 dwellings to be constructed by the year 2022. It is estimated that contracts with a total value of 50 000 000 GBP - 200 000 000 GBP will be let within the term of the Framework. The value of works contracts to be awarded through this Framework has been based on limited knowledge of expected and potential schemes and projects. The framework has been awarded in 3 lots which are Lot 1 Works contract value 2 500 000 GBP - 10 000 000 GBP, Lot 2 Works contract value 10 000 000 GBP - 25 000 000 GBP, Lot 3 Works contract value 25 000 000 GBP +. Suppliers have been appointed by Lot and the full breakdown can be seen by opening the attached OJEU contract award notice 2017/S 075-144433. The value of contracts has been based on limited knowledge of potential projects. These have not yet been planned to a detailed level, therefore identifying how these contracts will be split across the Lots is not possible at this time. The contract will be available for use by: (i) members of the Newlon Group (ii) registered providers and local authorities owning and/or managing stock in areas where members of the Newlon group own and/or manage stock; and (iii) other registered providers and local authorities in the UK. The value of opportunities with other organisations under the contract is not known. Newlon Housing Trust reserves the right not to award any contract pursuant to this procurement exercise and/or to abandon this procurement exercise at any time and/or to award a contract for part of the services only, at its sole discretion. Newlon Housing shall have no liability whatsoever to any applicant as a result of its exercise of this discretion.
